Regional Delivery is a large, complex, and geographically dispersed operation within the DIO covering circa 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas; with a multitude of £multi-million contracts to manage. We deliver soft and hard facilities management services including building, maintaining, and servicing the majority of MODs built assets in the UK and overseas and managing the MODs training estate tenanted estate and USVF Built estate.
The Wales & West Midlands Soft Facilities Management team sits within Regional Delivery and is based between Brecon and Donnington offices. Responsible for Soft Facilities Management services for 82 sites across 4 Service Delivery Areas, comprising of 22 Major sites and 60 minor sites. The full team strength is 1 x SEO, 1 x HEO and 4 x EO.
This position is advertised at 37 hours per week.
Job description
This role provides an opportunity to develop leadership skills whilst working collaboratively with DIO colleagues, Industry Partners (IP), and customers. The Facilities Officer will require an ability to address contractual matters around service delivery as well as engaging directly with both TLB and IP.
The Soft Facilities Officers will work with stakeholders to deliver successful outcomes as part of a wider team, actively participating in delivery capability within their delegated powers. This exciting role has wide ranging requirements and plenty to engage your interest! The role will deliver Soft Facilities Management activities at establishment level to include Stakeholder Engagement, Performance Management, Assurance and Issue Resolution activities.
The successful applicant will report to the DIO Soft Facilities Manager (Soft FM) for WWM Hestia. This role is diverse and additional support and mentoring will be provided to the successful candidate.
Person specification
- A good working knowledge of Microsoft Applications is highly desirable.
- This role requires you to travel to any site within the Area of Responsibility of the WWM Hestia contract. Due to the remote locations often inaccessible by public transport a full driving licence is essential.
- This role will require you to access all levels of buildings in order to conduct checks or undertake any measuring tasks etc, many of which will not have accessible access such as lifts.
Responsibilities include but are not limited to the following:
- SFM Assurances – Undertake mandated DIO SFM Assurance checks on site with both IP and TLB representative.
- Provide service management, monitoring and assurance on behalf of the DIO to ensure that contracts are delivered in accordance with the contract specifications, conditions, quality standards and provide value for money.
- Assist in the management of occurrences and failures of the contract.
- Assist in the management of Contract change requests.
- Provide support to Commercial in the clarification of contract questions and queries.
- Ensure change of requirements are publicised clearly with impacted individuals informed at the early stages, escalating where necessary.
- Booking ad-hoc services with Industry Partner in respect of Short Term Catering Contracts, Portaloo and Skip Hire.
- Assist with WWM Collaborative Working Group meetings and supporting documentation

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
