Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

The Grade 6 Principal Programme Manager role is available in the Home Office Property Services team (HOPS), reporting into the Deputy Director for Workplace Services and Projects. The post will be responsible for overseeing project delivery for an allocated Home Office region along with some national project delivery as business need requires.

This is an exciting opportunity to join the HOPS team and work on a varied and exciting government property estate, supporting the Home Office in delivering our strategic property ambitions of a smaller, better, greener estate, aligned to the Government Property Strategy, and operational and political priorities.

Job description

HOPS are responsible for providing expert property services to the department. The estate comprises of office, Border Force, warehouse, residential, detention and public access properties. Our property teams work with a variety of stakeholders within the department, across Government and with a range of external suppliers to deliver a range of construction projects, change and improvement projects, estate management and facilities management to support the Department in delivering our strategic ambitions of a smaller, better, greener estate in line with the Government Property Strategy, and operational and political priorities.   

The Grade 6 Principal Programme Manager role is responsible for overseeing project delivery of allocated HOPS programmes of projects, ranging from minor to major works for the Home Office (and Arms Length Bodies when required). The post holder is required to work closely with colleagues across HOPS to ensure wider estates priorities are met and projects are delivered to time and budget, ensuring excellent standards of delivery, design, and customer service across a plethora of stakeholders. Relationship management and communication at senior level are critical components to the role.

Working pattern

Due to the business requirements of this role, it is available on a full-time basis and with an option for compressed hours. 

Travel

This role will require travel nationally to Home Office sites and may include some overnight stays. Frequency will vary depending on business requirements but could be up to weekly.

Key responsibilities

Effective leadership and development of project teams to deliver a portfolio of projects to time, cost, quality, and performance parameters. 

  • Ensure projects meet all statutory and legislative standards and are delivered in compliance with government policies and governance procedures. Ensure projects comply with all relevant statutory and regulatory requirements, including Construction (Design and Management) Regulations 2015 (CDM). 
  • Effective and timely performance reporting, monitoring and assurance measures. Ensuring that all information reporting cycles are met and the accuracy, consistency and quality of information provided.  Ensure that project delivery risk management strategies and procedures are in place and outputs are actioned. 
  • Embedding wider efficiency targets and activities, such as the implementation of Building Information Modelling, Government Soft Landings and Collaborative Procurement. Drive best practice and innovation through project delivery processes, seeking continuous business and process improvement. 
  • Working with and developing strategic supply chain delivery partners to ensure supply chain performance, and procurement compliance. Ensure cross project working, shared supply chains and collaboration to meet the Government’s Construction Strategy objectives. 
  • The post holder is accountable for the budget for their team and ensuring appropriate spend controls are in place, managing budgets supporting and forecasting activities.

Person specification

Essential criteria

  • A successful track record of leading large complex projects gained within a property profession discipline or infrastructure construction environment. 
  • Ability to understand and interpret complex datasets, quickly identify performance issues, explaining both concisely and clearly to stakeholders. Excellent written and oral communication skills. 
  • Excellent stakeholder engagement and relationship skills with the ability to represent the Directorate in a professional manner. Management of key stakeholders resulting in solutions that balance commercial performance and business strategy. 
  • Tenacity and drive, with a proven ability to resolve problems effectively, exercising good judgement. Analyse situations and develop approaches considering the estates strategy and customer requirements.  
  • Understanding and complying with real estate and related statutory, regulatory and professional requirements. 
  • Highly developed leadership skills, including direction setting, motivation and change management – staff and supply chains.  
  • A practical working knowledge of the use of relevant software, e.g. MS Office. 

Desirable criteria

  • Experience of providing board level oral and written briefings.

Desirable Qualifications

Holds relevant accreditation as set out in the GPP career Framework e.g. RICS, IWFM, CIOB, CEng, CEnv, RTPI or RIBA at Chartered, Certified or Fellow grade.

Licences

Due to the nature of the work and/or the geographical area, driving is a key requirement for this role. Applicants must have a full valid UK manual/automatic driving licence.
