At the UK Health Security Agency (UKHSA) we are looking for Project Support Officers to join us in our critical work to protect the nation from health threats.

Successful candidates will be assigned to support one of our diverse range of projects or programmes with opportunities for you to work on multiple initiatives.

This could include, but is not limited to supporting: 
•    delivery of a major change programme within UKHSA’s Portfolio 
•    setting up and scoping new projects and programmes.   
•    organisational change / transformation programmes or projects 
•    Health protection projects or other health initiatives.  
•    Technology programmes or projects. 
•    Infrastructure programmes or projects.  

Job description

  • Implement and maintain systems to enable effective planning and scheduling.
  • Implement and maintain project controls.  
  • Produce project status reports, performance data and research new information.  
  • Manage and monitor compliance of the project in line with UKHSA guidelines and legislation, including Health & Safety, Equality & Diversity, Security.  
  • Support the Project Manager with workforce planning.  
  • Manage the procurement of project supplies and services within Delegated Financial Authority limits.  
  • Build and maintain strong professional relationships with a wide range of internal and external stakeholders.  
  • Draft and sign off correspondence.  
  • Act as point of contact for project responses to requests for information and signpost accordingly.  
  • Monitor the project spend, compile budgets, and support the development of business cases.  
  • Maintain the project asset register.
  • Maintain the project risk and issues log, working with risk managers to resolve issues and escalating where appropriate.  
  • An active member of the UKHSA Project Delivery Profession Community. 

Person specification

The role of the Project Support Officer covers a diverse range of activities to support the delivery of the project’s objectives, which will typically be moderate in complexity.  

You will enable the smooth running of the project by supporting the Project Manager through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf.  

The Project Support Officer role is part of the government project delivery profession and UKHSA’s project delivery resource model. The role responsibilities are aligned to the Project Delivery Capability Framework (PDCF) career pathway Project Support Officer 2.  

Essential criteria - you will be assessed on the below (6) essential criteria, which have been selected from the Job Description Document.  

  • Working knowledge in a project or programme environment covering planning, scheduling, resource management, risk and issue management, change control, governance, project methodologies and assurance.
  • Ability to work independently in a fast-paced environment.
  • Works well under pressure, effectively manages multiple tasks, in a fast-changing and ambiguous environment, with a keen attention to detail.
  • Excellent written and verbal communication skills, with the ability to challenge effectively to ensure the correct information is presented at the right time.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders.  
  • Strong capability in using Microsoft Office applications, including Excel, Word, and PowerPoint.

Selection process details

This vacancy is using Success Profiles and will assess your Behaviours and experience.

Stage 1: Application & Sift  

Success profiles assessment.

You will be required to complete an application form. You will be assessed on the above listed (6) essential criteria, and this will be in the form of a:  

  • Application form (‘Employer/ Activity history’ section on the application) 
  • 1000 word Statement of Suitability.  

This should outline how your skills, experience, and knowledge, provide evidence of your suitability for the role, with reference to the essential criteria.  

The Application form and Statement of Suitability will be marked together.

Longlisting:

In the event of a large number of applications we will longlist into 3 piles of: 

  • Meets all essential criteria 
  • Meets some essential criteria 
  • Meets no essential criteria  

We will take through the following piles to shortlisting:

Shortlisting: In the event of a large number of applications we will shortlist on the following:

Stage 2: Interview (success profiles) 

You will be invited to a (single) remote interview.

Reserve List:

Candidates who pass the interview criteria but are not offered a post will be kept on a reserve list for 12 months and may be contacted if similar roles become available.

For Fixed term posts 

For Temporary Appointments, if you are not currently a civil servant, you will take up the post on a Fixed Term appointment.  You may be able to take this role up as a Secondment. If you are an existing Civil Servant, based outside of the UKHSA, you will take up the post as a loan which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA’s Pay policy.

Location 

This role is being offered as hybrid working. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London).
