HM Land Registry (HMLR) is looking for a truly exceptional and inspirational specialist for our newly created Deputy Director of HR (Organisation Design and Development) position. You will role model corporate leadership, organisational values and cultural aspirations and will be accountable for ensuring that all our design and development strategies and activities are effective and aligned to the strategic needs of the organisation.
We are introducing this role at a critical time for the organisation; we have already started investing in our leadership and line management capabilities; and through our Strategic Workforce Planning we are starting to build a clearer vision of the future changes we will need to make to the organisation over the coming years. There are still significant changes to make, and for the right candidate this role offers the opportunity to help create the Land Registry of the future.
For 160 years HMLR has been a critical part of the UK's national infrastructure. We protect the right to land and property in England and Wales and allow it to be bought and sold securely. Our service is truly unique in purpose and scale, we provide essential guarantees for our citizens’ greatest assets and are the cornerstone of a vibrant lending market that serves every part of the country. Our register contains more than 26 million titles providing ownership guarantees for 88% of land in England and Wales. The market is huge with over 8 trillion pounds worth of assets and over 260 billion pounds worth transacted every year. In 2023, HMLR received 32 million service requests.

Person specification
To be successful in this role you will be a strategic thinker who is CIPD qualified and experienced in diagnosing, developing and delivering Organisation Design and Development (OD&D) solutions at pace in a range of contexts.
With experience of working in a complex and matrix-based organisation with competing demands, you will have the ability to deliver results through others. You will be an excellent communicator and a great collaborator who is able to evidence building and maintaining highly effective stakeholder relationships at all levels.
