The 48-strong DHSC Digital Transformation team works with the national health and care system to realise the benefits of digital, data and technology, to deliver better end to end services for their users and for the professionals who provide them. 

We don’t manage live digital services; our role is more strategic. We partner with policy and commissioning teams to deliver user centred, design-led change, and to act as a bridge between policy and digital delivery teams. We support the Department and its arms' length bodies in a range of different ways - from providing short-term consultancy advice and digital training, to running full discoveries and alphas, and embedding team members in wider beta or live delivery teams.

We champion standards, user-centred design and accessibility in everything that we do. 

Job description

As a digital business partner, you will build effective relationships across your own portfolio of DHSC policy teams and partner organisations. You will help senior stakeholders translate their needs and priorities into digital and technology pipelines and projects. You will provide early-stage digital expertise and advice, and signpost to the full range of services provided by the wider digital transformation team – specialist advice, delivery, training and assurance. You will support stakeholders through their digital journey and help them deliver excellent outcomes and services.  

This is a fantastic opportunity to help the current head of digital business partnering to build this new function, and to do that within a supportive, friendly digital team. You might be a specialist in one area looking for a new challenge, or an excellent communicator with a working knowledge of digital in government. We’re looking for rounded, talented individuals who can engage with stakeholders at all levels, communicate technical concepts clearly, and build relationships.

Responsibilities

  • Build strong and effective relationships with stakeholders in DHSC and/or relevant ALBs;
  • Keep DT fully up to speed on opportunities to promote Digital ways of working via regular team meetings and reports;
  • Engagement with a defined portfolio of DT customers at all levels to ensure understanding of their current needs and aspirations;
  • Work closely with relevant policy teams and/or ALBs to identify and promote opportunities for the adoption of Digital ways of working, acting as the bridge between DT and ALB or policy teams;
  • Provide tailored support to policy teams and/or ALBs seeking to work with DT or to procure Digital suppliers;
  • As a member of the DT team, work across the DHSC and ALB network to maximise opportunities for knowledge-sharing and Digital collaboration, to increase the impact of DT’s work;
  • Ensure timely and accurate reporting on project and sector developments in your portfolio, working with colleagues in other portfolios and the wider DT team to identify barriers to success and opportunities for productive intervention and/or support;

Essential skills and experience required for the role

  • Experience of working in or supporting a digital or technology environment;
  • Excellent verbal and written communication skills;
  • Excellent interpersonal skills and comfortable dealing with senior stakeholders;
  • Some experience in stakeholder relationship management;
  • Strong organisational skills, ability to set and meet own priorities and manage own workload independently.

Desirable, skills and experience

  • 2+ years of relevant experience;
  • Knowledge and understanding of the public sector;
  • Experience of business partnering, relationship management or digital portfolio management;
  • Some knowledge of the health and care system would be helpful but is not essential.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds. Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration, and enhancing team working, learning, and support.

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. This role is being advertised on a permanent basis. New Entrants to the Civil Service

New entrants appointed in grades AA to G6 will receive DHSC’s modernised terms and conditions:

  • Annual Leave: 25 days on entry rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff
  • Privilege Leave: 1 day - for the King’s birthday
  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
  • Occupational Sick Pay (OSP): one month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months’ full pay and five months’ half pay
  • Mobility: Mobility clause in contracts allow staff to be mobile across the Civil Service
  • Probation: 6 month probation period
