Homeland Security Group’s (HSG) mission is to reduce homeland security risks to the UK’s people, prosperity, and freedoms. This includes risks from terrorism, state threats, economic crime, and cyber-crime. We provide systems leadership across government and deliver strategic initiatives, working closely with operational partners, the Intelligence Agencies, and other external organisations to protect the UK.

Within the Homeland Security Group, you will join the Digital Communications Capabilities Unit (DCCU) whose mission is to develop, deliver and operate those national services that enable law enforcement and the intelligence community to investigate and prevent crime as well as counter terrorism through means set out in the Investigatory Powers Act 2016.

Job description

DCCU coheres the delivery of operational services to drive access to, and value from, digital communications-related data to keep citizens safe and the country secure. The services and capabilities are delivered by a Partnership of organisations including the Home Office, the National Crime Agency (NCA), UKIC, and other law enforcement agencies.

Partners have design responsibility for elements of the large end-to-end system, and each have their own functions to set design direction within each delivery area.  The Communications Capabilities Design Assurance and Advisory Team (DAAT) ensures that design activities meet strategic objectives agreed by a Director- level Strategy Board, and managed by a Deputy Director-level Design & Delivery board. 

As lead for technical communications networking and infrastructure components of the Design Assurance and Advisory Team (DAAT) you will:

Build relationships with Design Authority areas from across the Partnership and wider Digital Data and Technology community.

Be a trusted independent advisor to Governance Boards, providing the technical infrastructure and communications networking design information to take decisions (demonstrating strategic fit of proposals , and the implications on the end-to-end enterprise).

Provide infrastructure and communications networking Subject Matter Expertise. This includes shaping technical and business visions, and contribution to future structural designs. SME knowledge covers an understanding of technical capabilities in the delivery of IPA data and services.

Identify the requirement for, and run SME groups to bring together experts from the Partnership and wider community to solve technical coherence issues and/or support governance boards. 

When required, manage a small team to undertake the technical design coherence activities.

Working Pattern

This role is suitable for full-time working hours only. It involves in-person engagement with colleagues with varied working patterns.

Person specification

Essential criteria: 

  •  Experience of designing (or supplying) technical capabilities and networking infrastructure across different security levels.
  • Experience of working as part of multi-disciplinary teams and industry to deliver technical capabilities across organisational boundaries and on a regional or national scale.  
  •  Experience of working with internal and external partners and influencing at a strategic level. 
  •   Ability to clearly explain complex technical issues to non-technical people. 
  •   Ability to lead a team made up of consultants and government employees from across different organisations. 
  •  The ability to manage workloads and resources through informed and reliable judgment and sound decision making. 

Desirable criteria:

  • Experience of leading technical delivery and/or design of technical capabilities that cohere or link up with Policing and other Government Agencies.
  • A strong background in the technical systems and infrastructure used to deliver communications capabilities and a thorough understanding of the exploitation of data acquired under the Investigatory Powers Act 2016.

Sift – week commencing 9th October 2024

In addition, candidates will be asked to prepare a presentation that will be delivered at interview. The presentation will be assessed against 'Experience' on the 'Success Profiles' and will be assessed against the 'Essential Criteria' as listed in the job advertisement. The presentation question/scenario will be disclosed closer to the interviews.
