London*, Warrington. *For London based roles your contractual place of work will be Stratford. However, as that site will not be operational until early 2025 in the interim period you will be required to carry out your contractual duties from Vauxhall, or such other reasonable location, on a temporary basis. For the avoidance of doubt as your contractual place of work is Stratford, the move from any temporary place of work will not give rise to any entitlement to payments for travel time or costs under the Relocation and Excess Travel Policy. Job summary

The JICC Analysis Team is a multi-disciplinary team of Intelligence, Performance and Technical Analysts. At our most strategic, our products inform Home Office capability boards and the NPCC International Criminality Portfolio and is cited at Home Affairs committees. Tactically, we drive internal prioritisation, force engagement and locate fugitives wanted for extradition.

Job description

The JICC consists of approximately three hundred NCA officers and seconded police officers and police staff. The JICC leads, coordinates and supports the response of UK policing and wider law enforcement to international crime. It leads and coordinates lawful international cooperation through a 24/7 service that prioritises and responds to operational requirements of domestic and international partners.

As a part of the Joint International Crime Centre (JICC), you will provide an international cooperation service to front line policing and wider law enforcement, using all of the international capabilities within the NCA. You will build and maintain domestic and international relationships to deliver against operational objectives.

Core JICC functions and services include: 

  • The UK’s INTERPOL and EUROPOL Bureaux lead enquiry management, intelligence exchange, operational cooperation and the circulation of notices/alerts across the globe. 
  • The UK Extradition response by triaging and developing leads on requests. High/Medium risk cases in England and Wales are actioned by the JICC, who use all capabilities at their disposal to locate and arrest fugitives. The JICC relentlessly pursue fugitives overseas, including their collection from the jurisdictions where they have been located.
  • Prum and International Biometrics Exchange. The JICC facilitates the management of international DNA and fingerprint exchange to support criminal investigations. Watchlisting and biometrics analysis increase the ability of policing and wider law enforcement to prevent and detect criminality.
  • The JICC International Tactical Advisor Network provides training and tactical advice to UK policing and wider law enforcement regarding international enquiries, providing access to the services and expertise of the JICC and the  NCA’s wider capabilities.
  • The JICC leads engagement with the Foreign Law Enforcement Community (FLEC) based in the UK. JICC officers manage enquiries, provide operational tactical advice to partners and broker access to law enforcement capabilities. 
  • The JICC provides considerable support relating to police and judicial cooperation, ensuring a consistent and professional response to both tactical and strategic issues impacting upon communities across the UK. 
  • The JICC's Analysis & Insight Team provide tactical and strategic support across all JICC capabilities in order to identify and prioritise risk and drive our operational response.

Every day in the JICC is different. You will be responsible for dealing with the response to a variety of threat areas, with links to national and international priorities. You will be working in a dynamic environment, prioritising and managing expectations of both UK and international partners, whilst delivering a quality service to meet customer needs. 

You will be required to maintain a flexible and innovative approach to your leadership, adapting to fluctuating demands and priorities, which could range from simple intelligence checks to complex crimes in action. You will ensure that all activity is prioritised, aligned with strategic objectives, and complies with statutory provisions and relevant control strategies.

The JICC is still within its implementation phase and, as such, you will be required to work with colleagues internally and externally to identify and implement new, efficient ways of working, whilst embedding a positive culture across diverse teams.

Responsibilities

  • Lead, innovate and coordinate tasked activity. This may include leading on intelligence development activity; working with investigative teams to provide intelligence and/or evidential material; and the production of assessed reporting to inform and influence national and international priorities, government strategy, policy and legislation;
  • Provide support and guidance through the reviewing and quality assurance of analytical outputs, to ensure the work provided is of the highest possible standard, supports decision making, and makes use of appropriate sources and analytical tools;
  • Manage the delivery of communication relating to analytical outputs, including presentations and verbal or written briefings;
  • Maintain an awareness of developments and good practise in analysis.  Understand and demonstrate the importance of subject-matter expertise in the provision of  assessed reporting;
  • Manage and develop staff, to ensure that they receive appropriate training. Support their continued professional development; 
  • Encourage and support innovation in the introduction and application of analytical tools and techniques.

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

1. Formal Intelligence analysis training, for example: NIAT / GIAT / DIAM / NAP / NCA Analyst Foundation 1 / Intelligence Analyst (level 4) Apprenticeship

2. IPP Intelligence Analyst certification
or
Equivalent experience gained from performing Intelligence Analyst or Senior Intelligence Analyst functions either previously or currently

    Additional Information 

    • The NCA is a 24/7 organisation, and working patterns must support business requirements. Some roles may require you to respond at short notice or outside of core hours.
