Job summary

UK Strategic Command (UKStratCom) is one of Defence’s four Commands. As Defence’s integrator, it brings together its subordinate organisations of Defence Intelligence (DI), Joint Force Development, Defence Digital, Defence Medical Services, Defence Support, operational command and oversight through the Permanent Joint Headquarters, Special Forces and to the Overseas Bases.

It is responsible for ensuring that the five war-fighting domains of maritime, air, land, cyber and space are coordinated which gives UKStratCom a pan-Defence role. The UKStratCom Headquarters’ staff provide the vital strategy, planning, resource and capability oversight, governance and assurance support to the Commander.

Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities.  Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions

This position is advertised at 37 hours per week.

Job description

UKStratCom Infrastructure are looking to expand their team with the recruitment of a Requirements Manager to support the delivery of their primary Defence Estates Optimisation (DEO) programme known as Defence Intelligence Consolidation (DI – C). DI – C is a complex programme that is looking into the long-term future laydown of Defence Intelligence (DI) establishments. DI_C is part of a large portfolio of work support wider Defence Intelligence (DI) and UKStratCom are taking the opportunity to synergies wider DI requirements with other projects and programmes. Therefore, the positions will also be required to support these additional workstreams.

The primary job purpose for the Requirements Manger will be to manage the business-facing elements of major infrastructure delivery, from concept, through construction to handover and closeout of a maintainable asset.

Person specification

The post holder will be able to build professional relationships, working collaboratively with partners and cross-functional projects teams. You can learn quickly, work independently, proactively tackle problems, and communicate clearly, both verbally and in writing.

DV clearance to be acquired within first year of taking up post.

Main Objectives:

  1. Manage projects using DIO Capital Projects Process/ Forward Approval Plan (FAP) and Command Infrastructure Delivery Plan (CIDP)
  2. Coordinating/developing Business Cases and other supporting documentation.
  3. Engagement with various partners, positively challenging the Performance, Time, Cost and Risks to ensure project outputs are delivered.
  4. Undertake TSP Tender Evaluation and Moderation and review DIO’s client specs/ associated documents for project
  5. Lead on programme and project governance
  6. Training, Learning and CPD

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
