Job Title:      Lead Enterprise Architect (G7)

Location:    London / National

                    Successful applicants will be expected to be office based 3 days per week in any HMCTS Office (subject to business availability). The frequency may increase in the future.

Term:          Permanent

Important salary details:

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

GDD:

Roles will be recruited using a combination of the Government Digital and Data (GDD) and Success Profile Frameworks. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary.

Reserve List:

HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. You will be able to view your status via the application screen. If you have been added to the Reserve List, your status will show either Merit or Reserve list.

Job Description:

We are looking for a Lead Enterprise Architect who will be a senior technical authority in their business domain collaborating with Tech Leads, Tech Architects and Principal Architects. Your domain leads will rely on you for system design and technical decisions, reviews, estimates, feasibility, best practices and escalations of technical issues. You will play a critical role in supporting major change programs, ensuring that each initiative aligns with our overarching enterprise architecture and strategic objectives.

It is crucial that you can work with a variety of stakeholders and business analysts to uncover and succinctly document the architectural needs of the business, satisfying the current platform requirements whilst helping to define the architectural vision for the future.

Key Responsibilities:

  • You will lead on shaping business problems, solutions and issues with senior stakeholders in your business domain.
  • You will have the responsibility and autonomy to set and guide the designs for systems/products in line with the overarching business domain and HMCTS strategy, technology principles, and standards.
  • You will be responsible for developing, and promoting your business domain’s technical capabilities, advising and influencing key senior stakeholders (such as Service Owners) on opportunities to improve and expand the digital offering. You will be responsible for maintaining an understanding of your business domain’s needs, resources and existing landscape.
  • You will manage, quantify and communicate tech debt for all systems in your business domain and work to reduce it in future designs.
  • You will be responsible for ensuring that all relevant governance and formal assurance processes are followed to maximise strategic alignment.
  • You will chair your business domain’s architecture working group and review & assure all architectural artefacts.
  • You will ensure that solutions have the right amount of documentation and at the right level and contribute to or produce architectural artefacts as needed.
  • You will lead on identifying and escalating new and existing architectural risks and ensure that risks are captured and mitigated, and solutions are designed to meet the organisation’s risk appetite.
  • You will need to maintain up to date skills in a broad set of technical areas and seek to acquire skills in emerging technologies.
  • Your work and decisions will be, in the most part, your responsibility, with the rest of the architecture practice able to offer support.
  • You will lead by example, role modelling ethics, integrity and impartiality. You will seek to maximise time and productivity, and hold yourself accountable for your deliverables.

Skills & Experience:

The role holder must demonstrate the following skills and experience:

Digital Transformation and Strategy Design:

  • A proven track record of driving, delivering, and assuring technological change in a complex service delivery environment and against the background of organisational transformation.
  • Experience in defining and communicating a technology strategy, and standards for a business unit aligned to a set of organisational objectives.
  • Experience of working in an Agile delivery program and leading technical specialists.

Governance and Assurance:

  • Significant experience of being a member and presenting to a technology decision board.

Stakeholder Management:

  • A track record of expertly communicating business problems and technical solutions to non-technical stakeholders at senior level.
  • Significant experience with supporting, influencing and educating a wide range of complex and senior stakeholders.

Technology and Innovation:

  • Expert at applying technology to design innovative solutions for business problems and staying up to date with the latest technology, trends and patterns in the industry.
  • Experience in architecting with cloud technologies, preferably Microsoft Azure.
  • Strong understanding of security considerations and secure design
  • Strong understanding of Domain Driven Design, Microservices & other Architecture Patterns and Distributed Computing.
  • Strong understanding of structured and unstructured databases and their workings.
  • Experience of working with an enterprise management tool, preferably Ardoq.

Desirable criteria:

  • Understanding and experience of commercial contracts, procurement, and sourcing strategies.
  • Architecture Qualifications such as TOGAF, Microsoft cloud certifications.

Salary Information:

The national salary range is £54,358 - £61,585, London salary range is £58,847 - £66,670. Your salary will be dependent on your base location.

In addition to the maximum salary for the grade, a Digital Allowance of up to £20,000 per annum is available for exceptional candidates, based on our assessment of your skills and experience.

Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.

Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.

Existing Civil Servants who gain promotion may move to the bottom of the next grade pay scale or 10% increase in salary whichever would be the greater.
