The Office for Nuclear Regulation is the UK’s independent nuclear regulator, with the legal authority to regulate nuclear safety, security, safeguards at 36 licensed nuclear sites in Great Britain (GB). ONR also regulates the transport of nuclear and radioactive materials by road, rail, and inland waterways.

Job Purpose

SIMRS (Safeguards Information Management and Reporting System) is a critical component of the UK State System of Accounting for and Control (SSAC) of nuclear material that underpins the provision of our monthly cycle of statutory reporting to the IAEA (International Atomic Energy Agency) and other international partner states in meeting UK’s international safeguards obligations. It is also fundamental in allowing ONR to regulate the UK nuclear industry against domestic safeguards regulations through the provision of an accountancy function.

Working alongside safeguards specialists and ONR IT department, you will play a pivotal role in the development and day to day operations of a state-of-the-art nuclear material accountancy system, embedding business analysis practices and providing subject matter expert guidance to internal and external stakeholders.

Line Management Responsibilities

  • None currently, however, at this level there could be an expectation to manage staff in the future.

Principal responsibilities

  • Development and maintain business requirements, process maps, use-cases ensuring appropriate business justification.
  • Manage suppliers in delivery of releases to the quality, scope and timetable set out in work packages.
  • Develop evidence for and management of new releases.
  • Supplier engagement for:
  • Incident management including unplanned outages, planned changes and revised procedures that require management review and action.
  • Initial fault finding
  • Monitoring required service levels with SIMRS hosting, maintenance, and service provider.
  • Capturing and tracking of key business risks associated with SIMRS.
  • Understand and be able to document technical aspects of SIMRS design, which is SQL and .NET framework based.

This post may be undertaken from a base at any one of ONR’s office locations (Bootle, Cheltenham, or London).

Essential Qualifications

Applicants would normally be expected to have a bachelor’s degree in computer science, IT or be able to demonstrate performance and/or experience at an equivalent professional level.

Skills, Attributes and Experience

Essential

  • Significantly experienced in defining and enabling operational systems. 
  • Proven ability to own, drive, and produce detailed business requirements and expected system behaviour.
  • Handling detailed subject matter in complex data environments/solutions
  • Strong user, senior stakeholder, and supplier management skills.
  • Managing users/SMEs through the delivery lifecycle interfacing with geographically dispersed users, suppliers, and business users 

Desirable

  • Experience within a highly regulated sector experience such as nuclear, banking etc. 
  • Awareness of Government Digital Service requirements within HMG and ALB.
  • Experience in ITIL process, SQL, and .NET framework.
