Job summary
The Directorate of Assurance oversee much of the delivery of formal risk, assurance, counter fraud, cost assurance and cost analysis for Defence, with an ambition to be recognised, both within UK Government and internationally, as leaders in the development and delivery of risk and assurance services. We are a collaborative, innovative and inclusive team that provides support, challenge and assurance to strategic decision making at the heart of Defence.
Since April 2019, Cost Assurance & Analysis Services (CAAS) became an integral part of the Directorate and has supported Head Office Finance under DG Finance as a 1* led organisation, alongside Defence Risk & Assurance (DRA) and Fraud Defence (FD). We are a circa 250 strong organisation providing Defence wide independent assurance services. This includes Cost Estimates, Independent Investment Decision Support, and Independent Cost Accountancy services.
In addition, CAAS also has a key remit to improve Cost Management across the Delivery Agencies and Front-Line commands via targeted training, assistance, and support, with additional bespoke efficiency and benefits scrutiny and advice. Our mission is to lead Cost Management across Defence.
Our organisational design is directly aligned to the types of direct support we deliver to stakeholders, and indirect work we undertake to enable and support our overall delivery. In terms of direct work:
- Our independent assurance teams are organised around the services they deliver comprising approvals, independent cost estimating, industry cost assurance, and efficiencies and benefits.
- Our delivery support teams are organised around the stakeholders to whom they are providing support, i.e., Front Line Commands and Delivery Agencies.
- Our good practice support teams (comprising ‘professionalisation’ and ‘centres of expertise’) are organised around the areas of technical specialism to which they contribute.
- Indirect teams comprise resource management and business support. Our leadership team comprises CAAS Head (reporting into Director Assurance and DG Finance), CAAS Deputy Head, and senior leads representing each of our direct and indirect teams.
This position is advertised at 37 hours per week.
Job description
Responsible for management and oversight of Directorate Assurance Finance, Lead Budget Manager for CAAS, and management of the Directorate Assurance Delivery Partnership (DADP) contract. Key responsibilities include:
- Construction and management of monthly Forecast of Outturns for CAAS, Defence Risk Assurance (DRA) and Fraud Defence (FD). Ensuring robust financial reporting, meeting of AP6 1% variance target and provision of monthly commentary to Director Assurance 1* and 2* Budget Holder.
- Construction of annual ABC returns for all 3 1* areas and overall, 2* submission. Lead for annual 2* screening of ABC submission and support to Budget Holders in delivering their submission to baseline. Identification and prioritisation of Head Office required savings measures, support to Strategic Workforce Planning (SWP) and Zero-Based Review exercises.
- Overall responsibility for providing 1* and 2* Budget Holders with robust financial advice and support, ensuring robust financial governance, scrutiny, propriety, and regularity are in place, and that the Directorate as a whole operates a flexible financial and VFM approach.
- Direct support to 2* Director Assurance providing advice and support on all Directorate Assurance financial issues and offering solutions to complex financial challenges as they arise.
- First line interface with Head Office Finance team ensuring key AP and ABC deadlines are met and that strong positive working relationships continue.
- Oversight and management of the DADP contract. Ensure maximum VFM is achieved by the contract and that all expenditure incurred is appropriate and in line with the contract spirit and intent. Management of the contract management team and lead interface with the external contract Senior Partner. Provision of annual benefits report to 2* Director Assurance and Cabinet Office, and biannual Project Evaluation and ongoing LFE.
Person specification
The successful candidate will have:
- A strong background in MOD in-year and ABC financial management (including its financial systems).
- Be able to work at pace across a wide area of responsibility and provide strong financial governance, propriety, and advice to Senior Budget Holders.
- Background in Programme Management with skills to oversee a £40M in-house call-off contract that supports MOD TLBs.
- Experience of leading a team with excellent people management skills with the ability to promote team cohesion, adapt to changes and improvements.
- Strong communicator, able to communicate at all levels with excellent presentation skills.
Desirable Criteria
- Professional qualification (or working towards) and membership to an analysis related external body/institute. This includes but is not limited to:
o Financial Accountancy institutes (ACA/ ACCA/ ACMA or equivalent)
o Management accountancy institutes (e.g., CIMA)

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
