Job description

Do you have senior project management experience in a service setting?  If so, this couldn’t be a better time to join us!  The Matrix is a brilliant opportunity to create a bit of history, working on a programme that will be bringing corporate service functions of 9 government departments together, sharing and collaborating. It will not only bring significant efficiencies, saving taxpayers money, but also a vastly improved experience for the 46,000 civil servants who use these services on a day-to-day basis and enabling better decision-making through enhanced data and reporting capabilities.

The Matrix Programme is implementing the Shared Services Strategy for Government, which forms part of the Government Efficiency Reform. It brings together nine departments to deliver the transformation of shared technology, processes and services.  The Programme has three core objectives; better experience for all users, efficiency & value for money and standardised processes & data.

Person specification

We are looking for an experienced Senior Project Manager to join the Matrix Service Implementation team.

We are looking for two project management leads – one to work in the service design team project managing the design and build of the target operating model and new processes for the new Matrix shared service, the other will work in the service transformation team project managing the implementation of the new target operating model, processes and transformation plans for the new Matrix shared service. 

This an exciting opportunity to work in a fast-paced environment alongside a wide range of stakeholders, consultants and technical specialists to design and implement enhanced business services for HR, Finance, Payroll and Procurement. You will provide support and insight to the head of service design and the head of transformation as well as act as the source of all project/programme information. You will have a confirmed background in PPM methods with significant experience of leading and managing a complex project within a service setting. 

You will be an experienced planner, with a keen eye for detail to make sure things happen when needed. You will need excellent interpersonal skills, presenting, persuading and influencing others to provide the information and activity required to ensure the project is on track against time, cost and quality metrics. 

You will also have significant experience in managing risks, issues and dependencies and providing accurate and considered reports to the central programme management team.  If you thrive in periods of transformation, then this is an exciting opportunity for you!

Key Responsibilities include but not limited to:

  • Delivery – Create and lead the project to deliver the agreed outcomes within time, cost and quality constraints.
  • Project Management – Day to day management of the project and the project team.
  • Set project controls.
  • Design the project/ workstream structure appropriate to stage.
  • Select and apply appropriate delivery methodologies.
  • Resources – Schedule / manage resources to deliver the project/ workstream.
  • Stakeholder Management – Identify key stakeholders and develop effective relationships, working alongside the Change & Engagement team.
  • Risks & Issues (inc Assumptions and Dependencies) – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate.
  • Governance – Provide key reports and support effective governance and decision making.
  • Assurance – Support or set appropriate project/ workstream assurance.
  • Guidance & Support – Seek support, guidance and coaching from others. Show commitment to own development.  Promote effective individual & team performance.
  • Project Performance & Controls – Build Project Plan and apply appropriate project principles to deliver stated objectives. Track and report delivery against milestones

Skills and Experience 

Required:

  • Exemplary communication and engagement skills – the project supports a wide range of activities, building and maintaining relationships with colleagues at all levels, offering constructive challenge when required.  Influencing others to deliver through a matrix management approach.
  • Applicants will have experience of working in a service or large-scale transformation environment.
  • Prioritisation skills – the ability to manage multiple work activities at pace and to change priorities quickly as required.
  • Significant previous experience in the delivery of a project covering Corporate Services, particularly HR, Finance, Procurement or Digital would be useful
  • Previous experience of project managing business analysis, functional design, change and transition, technology, and data streams of work would be useful.
  • Previous experience of project managing the transformation of a third-party organisation or service provider through a matrix management approach.

Desirable:

It would be desirable to hold one of the following qualifications:

  • APM Project Fundamentals APM Project Management Qualification.
  • Prince2/ MSP qualification.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
