        Our headquarters is a newly refurbished office in Capital Quarter, Cardiff, specifically designed to meet our needs. We expect this to be the place that most colleagues will use to collaborate, both with each other and with stakeholders. 

        As we operate across Wales, we also have collaboration and limited office space in Welsh Government offices in Llandudno Junction, Aberystwyth, Swansea and Merthyr Tydfil.

        Main purpose of the job

        Apprenticeships are an essential ingredient of economic success and a vital tool in building a stronger, fairer and more equal Wales. This is a business-critical role responsible for the analysis that underpins the ongoing funding of apprenticeships. 

        You will lead on the production of models, systems and procedures to derive payments, allocations and data analysis. You will ensure that contract managers, providers and other key stakeholders have access to the information they need regarding funding, delivery and performance.

          What you'll be doing

          1. Develop, update and maintain relevant funding models and systems to derive monthly payments and funding allocations for apprenticeships. 
          2. Oversee the work of the Higher Statistical Analysts also working on apprenticeship funding in identifying data quality issues for investigation and monitoring. 
          3. Think critically to problem solve and write new models to underpin any future changes to apprenticeship funding, working collaboratively to develop the funding model in an environment of co-production. 
          4. Produce analysis and work collaboratively with performance managers to challenge network performance, funding and data quality. 
          5. Provide datasets, tables, reports and technical expertise for internal use and to assist providers with the monitoring, reconciliation and interpretation of funding related data. 
          6. Work across Medr to ensure the funding methodology meets policy requirements.
          7. Collaborate with statisticians in Medr to ensure that apprenticeship performance measures are complete, accurate and adjusted to account for any change in funding methodology or policy.

          • Developing expert knowledge of the apprenticeship programme and the range of data available. 
          • Translating policy and other business requirements into technical processes and outputs. 
          • Working responsively and at pace whilst managing competing priorities and ensuring deadlines are met. 

          About your team

          You will manage a team of two Higher Statistical Analysts, ensuring that the team calculates payments and allocations, and delivers the analysis required to support apprenticeship funding and contract management. You will be part of a wider team of statisticians who will providing a network of professional support and collaboration.

          Jonathan Ackland – Head of Further Education, Apprenticeship and Adult Learning Statistics 

          Jon has led the FE, Apprenticeship and Adult Learning Statistics team, including its previous form in the Welsh Government, since 2020. Prior to that he has worked as a statistician across various topic areas within the Welsh Government and in Estyn, the inspectorate for education and training in Wales.

                            The initial sift will take place on 11 November 2024. 

                            Candidates who successfully navigate the sift stage will be required to complete an online exercise to enable us to determine their behavioural and personality preferences.  Immediately on completion you will be given a report which highlights your strengths plus some development tips to help you prepare for interview.  Candidates should note that the online exercise is not intended to eliminate anyone from consideration. Instead, it serves as a tool to aid in the decision-making process. 

                            Following this, you will be required to participate in an interview and a desk-based exercise, both of which will be conducted at our headquarters on 25 November 2024.
