Job summary

A great opportunity to be part of the Naval Base Nuclear Safety Assurance team providing nuclear oversight to the HM Naval Base Devonport Authorisee. Within this role you will be part of a diverse team working alongside Naval Base departments, industry partners and other assurance sections to deliver radiological and environmental safety at HMNB Devonport.

The position is advertised at 37 hours per week.

Job description

The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, defence Equipment & Support, Submarine Delivery Agency, Fleet Operational Standards & Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port Dockyard.

The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02 safety regulations to achieve Nuclear Authorisation.

The Health Physicist Policy will be accountable to the Radiation Protection Adviser (RPA) AHd and is responsible for formulating radiological protection and radioactive waste management policy and to support the Naval Base RPA in the provision of advice on radiological protection and radioactive waste management to the Naval Base Board Directors, and to Naval Base Commander (Devonport) as site Nuclear Authorisee.

PRIMARY RESPONSIBILITIES

Formulate and develop policy for radiological protection for the Naval Base to required standards to comply with Radiological Protection and Radioactive Substances Regulation (IRR17 & Environmental Permitting Regulation 2016 (EPR16)), Nuclear Authorisation Conditions (ACs 18, 32, 33, 34, FAC03 – relating to accumulation, storage and disposal of radioactive materials/waste).

Provide expert authoritative advice to all Naval Base authorities and other departments on the requirements for radiological protection and radioactive substances regulation within their areas of responsibility.

Lead in the provision of radiological risk assessments and advice on new facilities at Devonport.

Is part of the Radiation Protection Intelligent Customer Group (RPICG) to provide assurance oversight of operations by carrying out a professional radiation protection/ radioactive waste audit and inspection function for areas under the responsibility of the Naval Base Commander.

Lead in the preparation and maintenance of the Naval Base Radiation Protection Policy, Rules, and Guidance, support production of Nuclear Accident Emergency Arrangements (NAEA) documentation and advice for other departments Radiological Protection Standing Orders.

Act as a member of committees as necessary to fulfil the requirements of the post – including the provision of RP and RW advice to the Naval Base Management Safety Committee (MSC), Site Event Reporting Committee (SERC) and Nuclear Engineering Safety Committee (NESC) as appropriate.

Define policies and procedures and give expert advice on and, if necessary, act as consignor for the transport of radioactive materials – including Used Fuel consignments.

Develop competence to act as a Radioactive Waste Adviser (RWA) (under Environmental Permitting Regulations 2016) for the Naval Base and provide advice on compliance with the requirements of the Environment Agency Approval and DNSR FAC03 Consent to allow the disposal of Radioactive Waste from the Naval Base.

Act as Duty Health Physics Officer for out of hours RP advice and Health Physics Adviser to the Nuclear Emergency Response Organisation (NERO) and coordinate production of the Duty HP Officer Watchbill for Devonport.

Act as cell sponsor for the HP Support Group & Nuclear Emergency Monitoring Team (NEMT) at Devonport to ensure operational readiness of these areas of the NERO.

PRE-JOINING ESSENTIAL TRAINING

Experience of working as a professional Health Physicist / Radiological Protection Professional in the Nuclear or High Hazard Industries. Working towards professional registration e.g. Chartered Radiation Protection Professional (CRadP).

Member of the Society for Radiological Protection (MSRP).

The successful candidate will be able to demonstrate a breadth of experience in:

  1. Radiological Protection.
  2. Radioactive Waste Management.
  3. Nuclear Emergency Response.

 POST JOINING ESSENTIAL TRAINING

  • Nuclear Radiological Protection Course (NRPC).
  • Health Physicist Nuclear Emergency Response Course (HPNERC).
  • Senior Health Physicist Nuclear Emergency Response Course (SHPNERC).
  • Local Emergencies Procedures Course.
  • Nuclear Emergencies Procedures Course.
  • Nuclear Site Safety Justification Course.
  • Emergency Command and Control Course.
  • Consignment of Class 7 Dangerous Goods by Road.
  • Mandatory Training: security, information management, unconscious bias, equality and diversity, DSE and DSAI.
  • Lead Auditor's Course

Several of the courses are currently delivered at HMS SULTAN in Gosport, Portsmouth therefore travel will be required to attend.

To be considered for this role you should possess:

Minimum UK Regulated Qualification Framework – Level 6 qualification, preferably in a related subject to the role or lesser qualifications with extensive relevant experience.

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.

Therefore, potential Salary and RRA allowance total being £65,721, all of which is pensionable earnings.
