DHSC is supporting the Government's Growth Mission. The regulatory environment can play a part in driving growth in healthcare, social care and the life sciences sectors. This is an exciting time to take on a new role to help shape regulatory policy as the Government sets out its ambitions for this area, which include setting up a Regulatory Innovation Office. This role will play a key part in driving that change.
DHSC’s Better Regulation Unit helps shape and influence regulatory policies that have an impact on business and promotes the use of evidence for regulatory policy making across the Department. The team is a small policy unit which provides advice to the rest of the Department and works with the Office of the Chief Economist. The Unit sits alongside the Department’s Public Bodies team within the Governance and Accountability branch.
As part of the new Better Regulation Framework, regulations impacting businesses will be subject to a new early gateway including independent scrutiny and a new type of assessment. Departments need to have sufficient evidence to support regulatory policies prior to seeking Cabinet agreement.

Job description
We are looking for a person who relishes the opportunity to utilise their skills to interact with policy teams, economists and lawyers across the Department and its Executive Agencies to help transition to the new Framework and establish new and improved ways of working to ensure successful delivery of key Ministerial priorities. Experience delivering legislation and/or regulatory policy would be a strong asset. |

Role responsibilities
The post-holder will: · Oversee DHSC’s transition to the new Better Regulation Framework and establish new arrangements to help ensure compliance; · Promote and raise awareness of the reforms across DHSC including leading engagement and communication activities (e.g. workshops, teach-ins, presentations) and a suite of materials; · Negotiate with and influence the Department of Business and Trade on implementation of the reforms; · Collaborate with DHSC’s economists and policy, strategy and parliamentary teams to deliver regulatory reforms (both primary and secondary legislation) and navigate the new gateway; · Provide clear and concise advice to DHSC ministers on the opportunities in this area · Oversee DHSC’s Post-Implementation Review programme, and the Department’s relationship with the Regulatory Policy Committee; · Provide line management and development opportunities to one SEO; · Promote a positive and inclusive environment in which team members are supported to develop, and · Contribute to the leadership of the Governance and Accountability branch by playing an active role in the Senior Management Team.
Key skills and essential criteria
The successful candidate will have:
· Experience of working in the Better Regulation space and/or on legislation/ regulatory policy; · Excellent communication and presentation skills, with the ability to explain complicated ideas succinctly to a wide range of audiences; · Strong collaboration skills, with the ability to quickly understand regulatory and legislative requirements, and · The capability to objectively interpret evidence and demonstrate the ability to evaluate the potential impacts of policy options when engaging with stakeholders at all levels.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds. (delete/add as appropriate) Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration, and enhancing team working, learning, and support.
You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.
Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.
There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.
