Job summary

The Commercial Team at the Planning Inspectorate is a centralised function made up of procurement professionals committed to providing an excellent service.  Commercial Business Partners work closely with organisation leads to provide professional commercial advice, ensure delivery of our business and strategic plans, understand local challenges and agree practical and effective commercial solutions.  They are supported by Procurement Managers and a Procurement Apprentice.

The work of the Procurement Manager  

Our procurement spend is circa £20m per annum which, whilst modest in comparison to larger organisations, presents an excellent opportunity for you to undertake the full range of procurement activity for our more complex requirements and be involved at the heart of decision making.  All 3rd party spend flows through us and contracts are managed outside of the team, with support from us.  

Each Procurement Manager reports to a Commercial Business Partner who is responsible for a directorate.  There will be a portfolio of existing contracts and upcoming procurements across numerous categories of spend which the Procurement Manager will lead and support on.

Job description

The Planning Inspectorate’s Commercial Team is responsible for all procurement for the organisation. Working in partnership with internal stakeholders and our supply chains, we ensure that we have the goods and services needed to deliver our strategic priorities and business plan.   

 A typical week would involve:  

  • You will manage allocated procurements, delivering the full procurement lifecycle from the inception of ideas through to contract award.  
  • You will provide commercial support and advice to Contract Managers, building and maintaining positive, strong relationships.  
  • You will also analyse commercial data to make informed judgements and bring about improvements, including delivering savings to ensure value for money for the taxpayer.
  • As a trusted delivery partner, you will be empowered to deliver continuous improvement in areas such as ensuring social value (sustainability, diversity, economic recovery etc) and improving policies and processes.

Office Attendance

This role is contractually based at Temple Quay House, Bristol which is currently out of use due to undergoing refurbishment work. In the interim, we have the use of alternative office space in very close proximity to Bristol Temple Meads railway station. We recognise and value the mutual benefits of hybrid working and have a flexible approach to in person attendance, which can vary dependent on the requirements of individual business units - the details of which can be discussed with candidates if invited to attend an interview.

Essential Criteria

  • Experience of working within a procurement team that operates within a regulated  
  • Experience of working with contract managers and suppliers to deliver results.
  • Knowledge of EU/UK procurement rules.
  • Experience of writing effective requirements and drafting terms and conditions.
  • Experience of communicating and influencing clearly and effectively.
  • A relevant, professional qualificationg. CIPS qualified to level 4 or above or demonstrable robust evidence of equivalent experience.

Desirable Criteria

  • Experience of working in a customer focussed environment.
  • Experience of working with Digital/IT contracts.
