Job summary

An exciting role exists to join the UK STRATCOM DI CA-Cyber Assessment Team, a key part of Defence Intelligence (DI). This SEO role is within the CEMA (Cyber and Electromagnetic Activities) team but embedded into DI CA-Air and Space. Focus will be on production of technical assessments of ground and air-based systems employed against the air environment working closely with both branches and drawing on subject matter expertise from the wider DI as required. The role would suit an inquisitive individual who can learn from engagement with technical issues and collaboration with the science and technology community and international partners. 

The Cyber Mission operates a federated model, with analysts embedded across the MOD and partner agencies. The vacancy is open to staff who hold the substantive grade of this post and staff applying on promotion, progression and advancement. The post will be responsible for the provision of all source assessments in support of the developing requirements of the UK Cyber Enterprise. 

DI is part of the Ministry of Defence (MOD) and provides intelligence analysis, specialist outputs and advice which support governmental strategic decision-making for the security of the Nation. DI is at the heart of Defence’s decision-making, analysing information from overt and covert sources to identify threats and opportunities and providing advice to policymakers and commanders, working across departmental and international boundaries.

This position is advertised as 37 hours per week with some very limited home working. This is due to the sensitive nature of our work results in many of our posts being unable to work from home on a regular basis. 

Job description

The DI CA-Cyber CEMA section lead within DI CA-Air & Space is a senior analyst role that provides support to Defence cyber operations and capability development projects. This is a priority area for UK STRATCOM and wider defence. It is recognised that cyber operations are a major component in modernising Defence for the 21st Century via the integration of CEMA into military operations.  

The role-holder will work on longer-term projects across a broad portfolio whilst developing subject matter expertise and conducting detailed analysis. The changing demands of the work will mean the role will require flexibility to focus on an array of defence requirements, covering a range of countries and regional areas. The work is varied, with regular new developments making this a particularly exciting area and offers excellent opportunities to use and develop analytical and technical knowledge. You will be exposed to multiple teams across DI, key internal MOD departments and the wider UK intelligence community. You will engage internationally with intelligence partners, which may offer opportunities for international travel.  

You will have line management responsibility for a small team of HEO analysts, with responsibility for overseeing the wellbeing, career development and analytical output of the team.

Person specification

The Section Lead responsibilities include:  

  • Lead a team by offering guidance and direction in their specific field, aligning with the targets set by line management.  
  • Manage a team by ensuring their focus is on assessments that contribute to achieving team and branch objectives.  
  • Support a team by assisting in their work, training, and personal development goals and providing opportunities for growth in their respective roles.  
  • Foster engagement and collaboration with other sections and teams within the branch, ensuring support for ongoing projects.  
  • Liaise with national and international partners on relevant projects. 
  • Establish and maintain relationships with cyber enterprise partners, as well as international partners and organisations.  
  • Take a leading role and provide support in conducting comprehensive assessments using all source information to inform the Ministry of Defence (MOD) and the wider UK and international community partners about cyber opportunities in alignment with defence priorities.   
  • Present written and verbal assessments to diverse MOD, cross-government, and international clients.  
  • Conduct daily reviews of reports that may have implications for ongoing project areas of focus.  
  • Collect customer requirements and identify areas where assessments can provide valuable insights.  
  • Promote collaboration among assessment mission teams across Defence Intelligence. 

What are we looking for? 

Essential criteria include:  

A technical intelligence background with a solid understanding of military Command and Control, Communications, Computers, and Intelligence (C4I) systems and processes.  

A science or technology background, familiarity with the evolving doctrine concerning cyber operations and its potential impact on military activities. Military veterans, particularly those with expertise in military information and communications technology, would be well-suited for this role.  

All Source analytical experience, including gathering, reviewing and analysing information from diverse sources to generate robust analytical judgments. 

Strong written and oral communication skills. This includes excellent drafting skills and the ability to tailor products to specific customer needs. This also includes the ability to review the work of others and provide appropriate feedback. 

Experience of leading others, in terms of supporting their wellbeing, deconflicting competing requirements for work, and leading by example through the demonstration of positive behaviours. 

Desirable Criteria Include: 

Proficiency in project management would be beneficial. 

Experience of collaborating with external organisations towards common goals. Able to develop and manage close working relationships with colleagues across organisational boundaries.

Experience of Cyber Activities

Experience of enabling activities associated with Cyber and Electromagnetic Activities e.g. Command and control communications systems

Recognised relevant Science and Engineering qualifications.

The post holder will be expected to: 

  • Demonstrate a good understanding of the CEMA environment. 
  • Support the continuous improvement and professional development of these roles within the branch and champion collaborative working at all levels. 
  • Develop and maintain good working relationships with a wide range of partners and customers. These include technical Subject Matter Experts from across the MOD, key Dstl research strands, cyber practitioners and psychologists within MOD and the wider Government. These interactions will be with all grades, including senior staff. 
  • Work flexibly, develop subject matter expertise, and employ good analytical, written and presentation skills.
