Job description

The UK plays a central role in accelerating ambition to tackle climate change internationally.  UK International Climate Finance (ICF) is Official Development Assistance (ODA) from the UK to support developing countries to reduce poverty and respond to and mitigate challenges caused by climate change, biodiversity loss and environmental degradation.  This is an important part of the UK’s commitment to helping deliver the aims of the Paris Agreement and supports the Government’s broader international ambitions such as for the UK to become a global leader on international climate and development.

DESNZ works alongside FCDO and Defra to deliver UK ICF. DESNZ ICF plays a crucial role in delivering climate mitigation in developing countries; accelerating the global transition to a net zero future. We support international initiatives on the energy and sectoral transitions, green finance, mobilising private finance, and international forests. DESNZ has a c.£4bn portfolio of International Climate Finance ODA programmes, with a diverse portfolio of over 33 international climate finance programmes in over 100 countries. DESNZ will have an ongoing role to play in future ICF spend that is currently being determined through the Spending Review.

DESNZ International Net Zero Directorates are looking to recruit passionate individuals to work on DESNZ’s ICF strategy and programmes.  It is an exciting time for the ICF; across HMG we are working to develop and deliver programming to meet our current spending commitments and determine a multi-year strategy and pipeline for the next phase of the ICF.

These roles are part of the Green Finance and Capability (GF&C) team. GF&C leads policy and programming to accelerate progress towards global net zero by helping developing countries plan and build capability to implement their transition and catalyse an increase in global climate finance flows. This work is critical for achieving net zero globally, and the UK has committed to support developing countries to tackle climate change as part of the Paris Agreement, and through our £11.6bn International Climate Finance commitment, which DESNZ delivers alongside FCDO and DEFRA.

Key responsibilities

We are looking to fill 2 HEO roles across ICF, to work on programme delivery and policy. The roles will primarily focus on either:

• Support the programme management of our NDC support portfolio, which helps developing countries to develop and implement their climate commitments, known as Nationally Determined Contributions (NDCs), through capacity building support delivered in collaboration with NDC Partnership, a global coalition supporting action on climate change.

• Support delivery of the Climate Finance Accelerator, a capacity building programme supporting green businesses and connecting them with investors, alongside grant funding to two other projects.

Responsibilities will vary dependent on the role, and may include but are not limited to the following:

• Supporting delivery of ICF strategic priorities, with delivery partners, partner countries and external stakeholders at international events such as UNFCCC Conference of Parties (COP).

• Cross HMG engagement working with all ICF departments, with specific focus on FCDO as DEFRA as lead ICF spending departments. Working with domestic net zero team within DESNZ to ensure join up and strategic alignment for maximum impact.

• ICF Programme development: supporting the development of the business case for multi-million-pound ICF programmes and seeking the necessary approvals from DESNZ Committees, Ministers and HMT. Working with specialists across DESNZ and HMG (policy, legal, commercial, analysis) as well as external experts (academia, industry, finance community) to ensure programmes delivery high value for money and impact.

• Engagement with external delivery partners to ensure effective delivery of multi-million-pound programmes; ensuring high value for money and timely delivery of outcomes, including through Annual Reviews. Maintaining the highest PPM standards around reporting, governance, risk management and safeguarding to ensure successful delivery of ODA climate programmes.

• Policy development in key climate areas where DESNZ leads such as carbon markets, green finance, capability building and forests and land use.

Skills and experience

• A strong team player, with the ability to build strong working relationships with a wide range of stakeholders across HMG and externally, including internationally.

• Excellent written and verbal communication skills, including the ability to grasp complex concepts quickly and explain them to others.

• Strong organisational and administrative skills and the ability manage multiple workstreams in a fast-paced environment.

• Experience of Programme or project management, including managing risk and working with external stakeholders/delivery partners.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
