Concordis Programme

The Concordis Programme was established in 2020 with the aim of enhancing capability, driving diversity, improving resilience and delivering great value for money.

It aims to deliver hubs across the UK containing the full range of Agency capabilities and services, maximising our partnerships across law enforcement, the UK intelligence community, industry and the wider system fighting serious and organised crime.

environment that promotes collaboration within the Agency and with our various partners to enable operational delivery.

The current focus of Concordis is the closure of Spring Gardens and move to our new Headquarters, as well as expanding our footprint in the North West.

Job description

Responsibilities

DD Estates will provide the strategic leadership of the function which maintains the NCA estate and also delivers the transformational elements sitting within the CONCORDIS programme.

  • Deliver the Estates Strategy and Estates Transformation Programme (CONCORDIS) – both Endeavour Square and other hubs.
  • Support the CONCORDIS senior reporting officer to produce business cases to secure funding for future investment in the estate.
  • Provide strategic leadership to the Estates team responsible for the three key estates functions (minor works, facilities management and planned, preventative and reactive maintenance)
  • Ensure compliance with required legislation
  • Manage the CONCORDIS and overall estate budget (c£80m) and drive value for money across programme delivery
  • Lead on internal and external senior stakeholder engagement for CONCORDIS and estates works and projects including Cabinet Office, HMT and Home Office
  • Instil best practice across facilities management and service performance ensuring effective contract management regimes are in place
  • Manage functional compliance aligned to the Government Property Profession and Government Functional Standards; and,
  • Support operations, corporate, and central service functions, to facilitate the NCA’s strategic objectives through provision of a fit for purpose estate.

Person specification

Essential Criteria:

You will need to demonstrate the below essential criteria:

  • Ability to lead a team strategically and inclusively to create safe spaces for employees and promote a diverse and talented workforce
  • Demonstrable experience of Strategic Estates Management, including Property Contract Management
  • Experience of budget management, business case creation and effective decision-making to increase value for money
  • Strong communication, influencing and management of key stakeholders including those across government and senior leaders
  • Full / Chartered Membership of a relevant Property Accreditation body (e.g. RICS, CIOB, IWFM or equivalent), or appropriate experience and willingness to become accredited upon appointment (with NCA support)
  • Ability to acquire and retain Developed Vetting (DV) status

Annual Leave

25 days annual leave on entry (plus one privilege day for the King’s Birthday), plus 8 Bank Holidays, increasing to 30 days after reaching 5 years continuous service (plus one privilege day for the King’s Birthday), plus 8 Bank Holidays.

If qualifying criteria is met new joiners to the NCA from UK Police Forces or UKIC will have service with those employers taken into account for continuous service purposes for Annual Leave entitlement only, this will be up to a maximum of 30 days leave (plus 1 privilege day for the Kings Birthday).

Longlisting

The longlisting will be conducted against your submitted CV and Statement of Suitability.

Shortlist

 A shortlisting meeting will be held in the week commencing Monday 18th November 2024 with successful candidates given more information about their final panel interview, which will be held virtually on MS Teams in the week commencing Monday 16th December 2024.

Final Panel Interview

The interview will be a competency-based interview assessing Success Profiles. More information about Success Profiles can be here.

At Interview we will explore technical experience in more depth, and align to behaviours:

  • Culture/EDI

You will also be asked to deliver a presentation at the time of your final panel interview.

A subsequent 1:1 interview may be offered following the final interview at the discretion of the vacancy holder.

Pre-employment checks

 

Pre-employment checks take on average 16 weeks from the point of offer to arranging a start date. This includes vetting, occupational health assessments, employment history checks and substance misuse tests.  This is an approximate time frame and is to be taken as a guideline only as this can very between candidates. This is dependent on when all requested documentation is provided.

Please note

The NCA is a 24/7 organisation, and working patterns must support business requirements. All SCS1 officers are expected to participate in an on-call rota (approx. 2 – 3 weeks per year).

On-call runs 1800-0800 Mon-Fri and 24/7 weekends and bank holidays and training will be given prior to joining the rota.

This is a corporate requirement and no additional remuneration is paid

Examples for on-call include staffing incidents; building issues (flooding etc); operational incidents; cross-government liaison.

Individuals will be required to undertake and pass a substance misuse test as part of pre-employment checks.

If successful you must hold SC Enhanced upon appointment, and be able to obtain security clearance Developed Vetting (DV) once in post.
