Job summary

The BDUK Commercial team works closely with all programme teams to enable successful delivery. We set the commercial strategy, design and manage competitions with external parties, negotiate contracts and ultimately drive value for money for the taxpayer. As a part of the wider Government Commercial Function, we are also the professional leads for the implementation of commercial best practice across DCMS.

Gigabit Infrastructure Subsidy (GIS) is the UK government's new programme to subsidise the build of gigabit capable broadband infrastructure. This role will be a part of the team that is central in ensuring the programme delivers against the programme objectives, by working directly with operators in the market.

Job description

  • Support the development of contract management methodology and processes and continually update based on lessons learnt from each contract​​
  • Support the refinement of contract documentation​​
  • Work closely with the Contract Lead, Procurement and Evaluation Manager as the procurement concludes to facilitate a smooth hand over of the contract​​
  • Work closely with suppliers, Local Authorities, other parts of BDUK Commercial (including Commercial Finance and State Aid SMEs) and BDUK programme teams​​
  • Manage, or support as required, all compliance and approvals gates associated with a contract​​
  • Support with mobilising the contracts and establish and support with the running of regular contract management meetings with the supplier and other key stakeholders to review performance against the contract​​
  • Manage timely and accurate reporting with associated KPIs​​
  • Manage delivery against contract milestones including review of Supplier plans, outputs and associated approval / rejection and payment​​
  • Manage BDUK obligations and delivery against them.​​
  • Report, track and manage the resolution of delivery risks and issues against the contract, escalating where necessary​​
  • Report, track and manage the resolution of supplier risks and issues, escalating where necessary​​
  • Feed into programme / portfolio level reporting on overall progress and performance against targets​​
  • Apply performance management mechanisms such as liquidated damages, dispute resolution and termination

Person specification

Essential Criteria​​

  • Experience working with suppliers or customers and dealing with complex issues.​​
  • Track record of managing supplier performance reports or internal reports such as a Risk and Issue Register or Contract Change Log.​​
  • Experience managing or supporting with complex contracts.​​
  • Keen desire to learn and work in a fast paced environment.​​

Desirable Criteria ​​

  • Although not essential it is beneficial to have an understanding of public sector procurement and contracts.​​
  • An understanding of the telecoms marketplace would be beneficial but not a prerequisite.​​
  • Experience working with cross functional teams. For example, delivery, finance, legal etc.​​
  • Experience working with contract management systems or other forms of management systems.​​
  • Project Management Skills.

First Stage Interview/Assessment

Interview

The interview will be a blended assessment consisting of a series of questions against the Civil Service Success Profiles Behaviours and Strengths.

Interviews will take place remotely via Google Hangout video call. Successful applicants will join the department through our remote onboarding process.  

Further Information

A reserve list may be held for a period of 6 months from which further appointments can be made.

The expectation within BDUK is that staff will normally remain in post for a minimum of 12 months for band C, 18 months for band B and 24 months for band A/AU and will not apply for BDUK roles on level transfer during that time.

Location

This role can be based in London, Darlington, or Manchester. The hub locations are displayed on the job advert. Not all hub locations yet have confirmed office space - successful applicants will be expected to work remotely until this becomes available.

Existing BDUK and DCMS staff who are currently based in London and are successful in gaining this role will be able to remain working from the London base.
