Through collaboration with Military colleagues on one of the largest estates in the country, with an extensive overseas portfolio, you will have the opportunity of working on a diverse range of exciting, interesting, and often-challenging projects of National Interest in support of the UK Defence Mission.
The Role
DIO Estates currently have a vacancy for an experienced Senior Business Manager to work within the Estates Business Support Team. You will be involved in a wide range of exciting and interesting work, delivering challenging and varied business support work streams.
The role leads and manages the Andover team (and wider locations) to ensure an effective and efficient provision of a comprehensive Business Support service. The successful candidate will oversee and manage the processes and Estates procedures for a number of varied areas of delivery including financial and commercial Business Case approvals, Sealing, Commercial Contract tasking, Delegations, and invoice payments.
By working collaboratively with wider DIO departments they will drive excellent service delivery, analyse data and systems, and streamline and improve process to ensure efficient and effective outputs. They will provide (or ensure their teams provide) advice and support to customers and ensure the effective delivery of programmes of work and relevant and accurate financial management reporting.
The successful candidate will be expected to provide leadership to their team and support and develop their staff for personal/ individual development and to support delivering departmental and team goals.
The role currently has line management responsibilities for up to 4 members of staff and leads a team of up to 10. This will involve remote team management responsibilities at other sites beyond Andover.
This position is advertised at 37 hours per week.
Job description
Main Responsibilities
The role will oversee the co-ordination of the Business Support Team based at Andover.
The Role supports the Head of Estates, Head of EST and the Senior Management Team in delivering an efficient business support service and ensuring strategic programme targets are met.
Post specific responsibilities are:
• Overseeing the Estates processes and procedures around:
• Business Case submissions and approvals
• Commercial Contract tasking
• Invoice payments and assurance on spend against approvals.
• Issuing of Letters of Delegations for Estates wide delivery areas,
• Oversee and manage the service delivery of the endorsement of the Seal for the Secretary of State for Defence on all relevant property and legal documentation.
The role will oversee the co-ordination of the Business Support Team based at Andover (and wider locations where staff are based) to ensure effective and efficient delivery of support services to Estates offices. This will include:
- In collaboration with colleagues, work on improvements to business management support across Estates for Land Management Services, Acquisitions and Disposals and Accommodation Optimisation Teams based at Andover and other Estates locations.
- Oversee the management of Estates File Registries (both hard copy and electronic).
- Lead and manage the team to ensure accurate, timely throughput of work and ensure effectiveness, efficiency and business continuity. Work with them to identify and resolve issues and adaptations when changes are needed.
- Lead collaboration and liaison with Finance, Legal and Commercial colleagues as well as Estates stakeholders and customers on delivery, performance and issues including identifying and leading on change projects and programmes where necessary.
- Ensure assurance checks are established and effective for all work areas.
Location
The Business Support Team that the role will be leading is mainly based within the Andover office and as such to meet the business requirements of the role the successful candidate will need to be based at the Andover office or attend the Andover location on at least 2 days a week to effectively carry out the responsibilities of the role and for face-to-face meetings and collaboration.
Other DIO locations close to Andover may be considered whilst ensuring the location of the successful candidate can still meet the business and travel requirements of the role.
If travelling outside your base location for duty reasons, you will have access to flights, hire cars, rail tickets and overnight accommodation. You can also claim 45 pence per mile should you choose to use your own vehicle for business travel.
DIO Business Area – Estates
The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000+ ha). This is complemented by a significant UK Defence presence overseas.
Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers.
The Team
The DIO Estates Programme Management Office (PMO) is a pan-Estates team, which supports the Estates delivery programme and its delivery teams via centralised Data, Programme and Business Management.
The Business Management Team (BMT) sits within the Estates Programme Management Office and is accountable for the business and admin support to all Delivery Teams in Estates. The BMT has Subject Matter Expertise (SME) in: Business Support, Recruitment, HR, Apprenticeships and Learning & Development.
Person specification
Essential Experience:
Suitable experience and knowledge at an appropriate level in business management, including:
• Excellent communication skills both verbally and written.
• Strong Leadership skills and experience,
• Experience of collaborating with a wide variety of stakeholders and customers to support business delivery and improvements.
• Experience of Business Support management of major work streams and processes, including managing change and improvement projects / programmes and streamlining systems.
• A good working knowledge of Microsoft 360 and Excellent IT skills.
• Previous experience of leading an office-based team.
• A good working knowledge and experience of data management.
Desirable Experience:
• Experience in leading multi-disciplinary teams across multiple locations.
• Experience of Government Department Financial and Commercial approval processes.
• Knowledge and experience of Finance, including the Annual Budgetary Cycle (ABC) process & in-year management forecasting.
• Training and / or experience in Lean or Six Sigma working practices

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
