Job summary
His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.
HMNB Clyde is the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. This single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.
An exciting opportunity has become available to join the Security Access Control Team based at HMNB Clyde. We are seeking an enthusiastic customer focused applicant to join a busy team. The Security Access Control 1 post will primarily be responsible for key tasks in support of daily processing of temporary visitors and permanent passes at HMNB Clyde Faslane and Coulport. The successful applicant will have responsibility for daily operational supervision and processing of HMNB Clyde temporary visitors’ access, permanent site passes, operational support of the Symmetry access database, This is a challenging post, and the successful applicant must be comfortable working in a fast-paced environment. The post requires a flexible, customer focused approach. The position allows a certain amount of autonomy and so ideally this role suits someone with drive and initiative. Working to scheduled and changing priorities determining the pace of work, an ability to time manage workloads is essential. The successful applicant will have a continuous improvement ethos. This post provides excellent development and progression opportunities for applicants wishing to pursue a career within the Civil Service.
This post requires on site attendance to deliver the responsibilities of the role which cannot be delivered remotely off-site.
This post is advertised at 37 hours per week.

Job description
Role responsibilities:
- Check/validate and process site training building access lists and HMNB Clyde short term visitors access requests using Symmetry security access management and other security databases and spreadsheets. Checking and validating clearance and clearance restrictions. Conduct detailed Vetting Subject Information assurance checks using due diligence and maintain/share and seek information with Clyde Security Vetting Team
- Process HMNB Clyde permanent pass requests using the Symmetry security access management system and other associated spreadsheets. Checking security clearance levels and restrictions. Maintain robust records of lost passes and provide reports as required.
- Using a high-risk approach to make effective decisions and evidenced decisions on processing/issuing visitor, staff, contractor, and vehicle access passes.
- Resolve various applications issues as they arise to reduce to mitigate against time delays to security access processing timescales.
- Advising managers of identified risk and threats associated with current and proposed business activities for access control.
- Provide regular advice and guidance to the team and MOD Guard personnel on processes, including access control and vetting matters.
- Consult with Security sponsors, vetting authorities to review, authorise and monitor access to support security assurance checks and access authorisation.
- Ensure security access incidents are recorded to enable identifications of lessons and provide focus, advice, and guidance to sponsors, base personnel for risk mitigation purposes.
- Support the Security Access Control leadership team with the review and update of security policies, forms, processes, and desk instructions. Assist Security Access Control Officer with detailed Symmetry database assurance checks.
- Provide flexible contingency cover to support Faslane/Coulport security access control business priorities as required.

Along with the duties the post holder will provide demonstrative, flexible support to the security access management team. Duties and responsibilities to be undertaken can be varied under the direction of the security access managers dependent on current and evolving workloads and staffing levels, these duties will be appropriate to the grade. Training will be provided to support operation of the Automated Access Control database.
The post holder will have a major impact in promoting a positive image of the Clyde Security Department to visitors, contractors and Base personnel so must maintain an appropriate and professional standard of appearance, attitude, and confidentiality.
