The Government Digital and Data Workforce and Capability team (in the Cabinet Office) is focused on ensuring that the government has the right people and skills to deliver digital transformation. We aim to increase our ability to attract, recruit, develop and retain world leading digital talent who will go on to develop user-centred public services.

  • development and implementation of a new competitive Digital and Data pay framework

  • up-skilling all senior civil servants to be equipped with 'digital and data essentials'

Job description

As a Delivery Manager you will:

  • manage transformation of the Government digital and data Capability Framework, a product that describes the digital and data roles and skills in government, identify obstacles and help the team overcome them
  • support the product manager and work with a multidisciplinary team including a content designer, user researcher and frontend developer to ensure the Capability Framework meets user needs and government design principles and focuses on what is important
  • help to manage development of the related Senior Civil Service (SCS) part of the framework
  • establish relationships with capability leads, profession leads and technical specialists across government, so that we can develop the framework and effective learning products
  • ensure that the Capability Framework supports greater diversity and inclusion in government by managing the team to ensure they are motivated and collaborating well

Person specification

We’re looking for proactive people with strong interpersonal skills who enjoy collaborating with a wide range of stakeholders in a demanding, high profile agile environment.

You will have experience in:

  • using agile practices to ensure the iterative and timely delivery of user-centred products in a fast-paced environment, amid ambiguity and changing priorities
  • facilitating collaborative and inclusive workshops to enable delivery progress
  • communicating clearly and persuasively and build relationships with stakeholders, including with those at senior levels
  • proactively addressing, communicating and when appropriate escalating risks, issues, blockers and dependencies
  • understanding the product life cycle and applying it appropriately

CDDO offers hybrid working for all employees. This means that everyone does some working from home and also spends some time in their local office. You’ll agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.

Selection process details

This role is being advertised with Manchester or Bristol as a location. There is an exception to this, if a current London-based member of staff from CDDO applies, and is successful, they would retain their London base for pay and allowance purposes.

The standard selection process for roles at CDDO consists of:

  • a simple application screening process - We only ask for a CV and cover letter of up to 750 words. Important tip - please ensure that your cover letter includes how you meet the skills and experience listed in the “person specification” section above
  • a 70 minute video interview. Candidates invited to the interview will be asked to give a presentation based on a scenario task. Full details of the presentation will be made available to all shortlisted candidates at a later date.

Whilst we value the use of AI technology to enhance our daily work, we also value the personal touch and urge applicants to write responses without the use of AI to emphasise their own unique experiences.

Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.
