Job summary
We are currently looking for a Tax Officer to join our Finance function within the Corporate group.
This is a full-time opportunity, on a 12 month fixed term contract/loan/internal move or temporary promotion basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.
The salary for this role is £42,869 + an Accountancy Allowance of £2,000 (part qualified candidates) or £4,000 (qualified candidates). Please discuss with the hiring manager before accepting the offer.

The Finance and Corporate Planning team is a function within the Corporate group with a key role in enabling the MHRA to deliver its regulatory activities as effectively and efficiently as possible.
The services Finance and Corporate planning provides range from Finance Operations, through to Accounting, Reporting and Control, Strategic Finance, Finance Business Partnering and Planning and Performance.
The core purpose of the Finance and Corporate Planning function is to ensure public funds are spent wisely and that the Executive and the Board make informed decisions about costs and investments than bring public value outcomes. The Finance and Corporate Planning function is essential to ensure that the agency discharges its statutory responsibilities and carries out business operations while delivering optimal value from the funding we receive. This role is in the Financial Control Team.
Job description
What’s the role?
This role is responsible for providing advice and steps necessary to comply with HM Treasury contracted-out Services (COS) tax rules and IR35, including advice on their accounting implications. The role also has responsibility for supporting the Agency’s Financial control framework.
Key responsibilities:
- Use expertise of HM Treasury VAT legislation, including COS rules and partial exemption, to manage the production of the quarterly VAT return and ensure maximum possible value of VAT is recovered by the Agency.
- Deliver high quality, timely, evidence-based tax advice to Senior leaders and other colleagues across the Agency on all taxation related matters as the Agency’s source of expertise
- Review commercial contracts proposed and/or entered into by the Agency to provide advice on the VAT recovery position, IR35 and therefore true financial impact to the Agency.
- Responsible for monitoring issues related to IR35, this may include reformation of the process, giving final decisions on CEST determinations and reviewing and/ or producing new guidance.

Who are we looking for?
Our successful candidate will:
- Significant Financial and Government general taxation, IR35 and specific VAT experience (including COS rules and partial exemption) preferably gained preferably gained in a Central Government Department, ALB or similar
- Experience of supporting design and maintenance business processes and control systems to improve and ensure the integrity, quality and timeliness of information
- Ability to establish professional relationships, based on mutual respect and trust, with a range of stakeholders at all levels of the Agency and collaborate with them to share information, resources, and support.
- Have a good understanding of commercial issues relevant to your area, which are then explained in the context of financial matters to finance customers
- Substantial knowledge of ERP platform (e.g. SAP/Oracle Fusion)
