We’re offering a permanent, full-time role with the opportunity to undertake a transformative leadership opportunity and shape the future of data analysis in the Markets area of Ofgem.
This crucial role will see you working closely with our own Senior Leadership team, industry experts, and energy suppliers to help ensure that our future policy and analysis can meet the needs of GB energy consumers and support our position as an evidence-based regulator. You’ll oversee the programme team in designing and co-ordinating delivery of a strategic set of projects to improve how and what energy data is collected, stored, used and disseminated in the Markets area of Ofgem.
We’re looking for a strategic, collaborative leader with proven experience in data governance and programme delivery, who understands the policy and analytical context across diverse teams and diverse senior stakeholders in the energy sector. You will be adept at building high-performing teams and possess a good understanding of current energy market data and usage.

This role will:
- Upgrade Markets Group data capabilities
- Lead the programme team in coordinating delivery of a strategic set of projects to improve how the Markets collects, stores, uses and disseminates data.
- Understand the technological frontier and develop new products
- Outputs will include a new Strategic Data Model, a new operating model for Data Governance, a new Markets Data Platform, and the design for the deliverables, risks, timelines, resourcing plans, etc.
- Work with diverse stakeholders
- Work collaboratively with Senior Leadership, Data Subject Matter Experts across Consumer Protection and Competition, Retail Pricing and Systems, Financial Resilience and Controls, Market Oversight & Enforcement, and Strategy, Economics, Research, and Net Zero to ensure that all relevant teams engage, views are heard and considered, and that the emerging plan is communicated and bought into.
- Work collaboratively with Digital, Data and Security Services to communicate requirements, understand technological possibilities and trade-offs, and ensure appropriate prioritisation of Markets’ data needs.
- Engage with licensed energy suppliers at senior levels to understand their perspective and genuine costs of providing different types of data in different ways and shape a programme that will allow suppliers to provide the data Ofgem needs to collect on behalf of consumer interests efficiently and effectively.
- Working closely with the SRO and DG, personally add intellectual leadership and insights to ensure the plan is coherent and reflects the overall strategy and intent of the CEO and Chair set out in the Forward Work Plan.
- Be the internal face of the Programme, manage and guide internal stakeholders to secure buy-in and landing of new necessary data products (e.g. data portal for data submissions) and strategic retiring of products which are no longer fit for purpose.
Person specification
- Previous experience of building a strategic dataset and/or data platform with demonstrated knowledge of data governance, including design for the deliverables, risks, timelines and resourcing plans. (Lead)
- Proven experience in a senior leadership role with responsibility for setting direction; building high-performing teams; and delivering major programmes of work.
- Proven ability to collaborate with senior stakeholders who may have differing priorities and/or challenging approaches to deliver impact and effective change.
- Experience and understanding of the policy context and application of the consumer interest framework across a diverse set of teams.
- Good understanding of energy market data and uses both within and outside Ofgem.
