The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy. As the UK’s biggest public service department, it administers the State Pension and a range of working age, disability and ill health benefits to around 20 million claimants and customers. Counter Fraud, Compliance and Debt (CFCD) has oversight and control of the main levers needed to improve the way we manage fraud, error and debt within the Department. This role sits within the Integrated Risk and Intelligence Service (IRIS). IRIS is made up of diverse blended teams, including analysts, digital specialists, intelligence experts, and fraud, error and debt specialists.
We are a dynamic and responsive community working together to transform and drive the handling of fraud, error and debt, scanning the horizon for new threats and empowering the front-line.
IRIS will enable DWP to prevent fraud and error and to be recognised as leaders in anticipating threats, and ultimately deterring those who pose a threat from attempting to defraud in the first place.
The roles will be for within IRIS Discovery and Delivery providing insights so DWP can make informed decisions, based on evidence, to tackle fraud and error.
Job description
Background to the Role:
Counter Fraud, Compliance and Debt (CFCD) has oversight and control of the main levers needed to improve the way we manage Fraud, Error and Debt within the Department.
Integrated Risk & Intelligence Service (IRIS) is a dynamic and responsive community working together to transform and drive the handling of Fraud, Error and Debt, scanning the horizon for new threats and empowering the frontline.
Through its strong connections and understanding of the DWP landscape, integration of disparate data sources and agile ways of working, the community will feed a stream of intelligence and insight around DWP.
IRIS will enable DWP to prevent Fraud, Error and Debt and to be recognised as leaders in anticipating threats, and ultimately deterring those who pose a threat from attempting to defraud in the first place.
Model Office undertaking robust, targeted testing, providing a safe environment for discovery and exploration, providing independent evidence-based and informed evaluation.
Data-Matching and Operational Engagement – owning and maintaining a suite of products working through all stages taking products into delivery and ensuring quality and effective referrals into the business, demonstrating the potential value for this work to enable, inform and influence decisions relating to the routing/delivery mechanisms for this work.
Root Cause Analysis Team - conducting detailed analysis on positive outcome cases to identify how fraud and customer error entered the system. We utilise our findings to make recommendations to help reduce the losses of Monetary Value of Fraud and Error (MVFE) and ultimately lead to the de-qualification of the departments accounts by the National Audit Office (NAO).
All roles will require you to work collaboratively across IRIS, CFCD, wider DWP and across Government to facilitate the successful delivery of our aims and objectives.

Job Description/Key Tasks
The main activities associated with this role are:
- Collaborate across DWP to develop the Department’s expertise and capability in responding to a variety of high-profile fraud & error risks and threats.
- Bringing together a range of skills to identify problems and find solutions through a multi-disciplinary team approach.
- Engaging effectively with a wide range of stakeholders and customers both verbally and through briefings and presentations.
- Communicate messages with clarity and conviction across the team and with other colleagues. Seeking feedback from colleagues, listening, and acting on this.
- Experience of producing and interpreting/analysing complex management information (MI) and data, being able to highlight trends or potential risks which could impact on IRIS stakeholders and extremely vulnerable customers.
- Demonstrate an understanding of how error enters the benefit product lines, showing a drive to influence error solutions and reduce Annually Managed Expenditure (AME).
- Collaborating across DWP to develop the Department’s expertise and capability in responding to a variety of high-profile fraud and error risks and threats.
- Working and leading within a geographically dispersed team requiring a good level of skills, flexibility and understanding of working in a virtual environment.
- Adopt an all-source approach to analysis and evaluation.
- Providing quality assurance for IRIS outputs by providing evidence-led analysis.
- Due to the geographically dispersed nature of this team, this role will require frequent travel and overnight stays.
Person specification
The successful candidate will need to be able to:
- Demonstrate an understanding of the Fraud, Error and Debt (FED) Strategy and how the Integrated Risk and Intelligence Service contributes towards FED strategic objectives.
- Evidence experiences of analysis and interrogation.
- Interrogate multiple data sources from within DWP and other Departments.
- Evaluate findings to draw sound conclusions, being able to communicate effectively both verbally and in writing to a range of stakeholders both internal and external.
- Work with colleagues within CFCD, Digital Group and wider DWP to identify areas for improvement.
- Be able to work independently and collaboratively as part of a team.
- Be able to work in a demanding and complex environment with changing priorities.
- Ability to work flexibly and support colleagues to meet changing priorities and manage a diverse workload in a fast-paced environment.
- Ability to critically analyse products and processes including MI, to identify areas for action, resolving issues and making recommendations and suggestions for improvement.
- Continuously seek and act on feedback to improve performance.
- Demonstrate analytical capability with a working knowledge of MS Word and MS Excel.
Desirable skills
- Excellent working knowledge of one or more DWP benefits, with the ability to differentiate between Customer Error, Customer Fraud and Official Error.
- If based in Wales, the ability to speak Welsh is desirable.

Stage 1 - Application Form
Please complete the first stage short application form.
Stage 2 – Civil Service Judgment Test
After submitting your application, you will be sent an invitation with a link to complete an online test. This is designed to test your skills for the role.
Please complete the online test as soon as possible (within 24 - 48 hours is recommended), the closing date for the test is 23:55 on 19/11/2024. If you fail to complete the online test before the deadline your application will be withdrawn. Guidance will be available when you are invited to take the test. The tests are administered online and accessed via the Civil Service Jobs website.

The online test platform has regular dates for maintenance and minor technical updates. Exact times may vary, and in many weeks there will be no impact for users. Where possible, interruptions are for a few hours after midnight, but some are earlier in the evening.
Where a test is not available due to maintenance, candidates will see a message advising them to try again later. Candidates who are interrupted in the middle of a test will be able to pick up from the same point when the test becomes available again.

Stage 3 – Written Application and Sift
As part of the application process, you will be asked to complete a personal statement detailing the relevant skills and experience you can bring to the role. You will also be asked to complete a CV with details of your education, professional qualifications and full employment history. Your CV will not be formally assessed so please put the main evidence of your skills into your personal statement. Your CV will be used to add context to your personal statement.
Your Personal Statement should, in no more than 750 words, provide evidence of how you have demonstrated the following:
- Experience of managing a range of competing complex tasks and demands across a diverse range of areas within a team.
- Excellent communication skills and a flexible approach to meet the demands of the job with proven experience of delivering to ambitious timelines.
- Experience of managing fluctuating demands of work, including busy periods of high workload and challenging deadlines.
You should also consider both the job description and person specification details above when providing your evidence.
Your personal statement needs to set out evidence of how your experience meets the requirements set out above. Your layout is entirely your preference; you may choose narrative, bullets, etc. One narrative example may cover the requirements needed. You don’t have to explain the whole process, just what you have done and the skills and experience you have used. Share with us what makes you suited to this role and why. Stage 4 - Interview
If you pass the test and written application sift with the required score you will be invited to a blended interview and will receive an electronic notification to your Civil Service Jobs account.
The interview will be conducted face to face at a range of locations to be confirmed. Interviews are scheduled to take place from 06/01/2025, please note that these dates are only indicative at this stage and could be subject to change. Interviews will be scheduled Monday to Friday, between 09:00 to 17:00.
Communications will be electronic and/or by telephone therefore it is important that you check your Civil Service Jobs account regularly, as well as your spam/junk email folder. Telephone calls may show as a withheld number, it is important that you answer so that your interview can be confirmed.
Preparing for the Interview
The interview will take approximately 45 minutes and will consist of behaviour and strength-based questions. A blended interview aims to be more of a conversation offering a more inclusive approach. The behaviour and strength-based questioning explores what you, the candidate, can and have done, but also your potential.
Behaviours
You will be assessed against the Civil Service Behaviours listed above at level 2. To help you prepare and settle into the interview you will be sent the behavioural questions in advance of the interview. These questions should be treated as confidential and should not be shared. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions on behaviours, and those about your strengths.
An example of a behavioural question would be “Tell me about a time when you have had to deal with a difficult customer.”
It may help to use one or more examples of a piece of work you have completed or a situation you have been in and use the WHO or STAR model to explain:
- WHO - What it was? How you approached the work/situation? What the Outcomes were, what did you achieve? or
- STAR - What was the Situation? What were the Tasks? What Action did you take? What were the Results of your actions?
Strengths
It is difficult to prepare for strength type questions. However, you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role. While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.
If you do not have work-based examples then please give examples from school/college, clubs, volunteering or other activities you have been involved in.
If you withdraw your application at any stage, it will not be progressed any further.
Stage 5 – Offer
Once all interviews have been completed, you will be notified of the outcome by email. Offers will be made in strict merit order to the highest scoring candidate first. The successful candidates will be notified of a start date following successful security checks, which is likely to be during March / April 2025.
Please note:
- If you are offered the role you applied for, in a location you have expressed a preference for, and you decline the offer or are unable to take up post within a reasonable timeframe you will be withdrawn from the campaign and removed from the reserve list, other than in exceptional circumstances*.
- If we make an offer of an alternative role or location to that which you originally applied for, and you decline that offer, you will be able to remain on the reserve list.
*Note: exceptional circumstances could be when a candidate has requested a contractual part time working pattern and this pattern cannot be accommodated in the initial role offered, or in cases of serious ill health.

The applicant who is successful after interview will be asked their three preferred locations via an offline email process. Please be aware that this role can only be worked in the UK and not overseas. Relocation costs will not be reimbursed.
Hybrid Working
This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
Working Pattern
Part-time, part-year, term-time compressed hours and job-sharing working patterns within working hours will be considered but must meet business needs. We will do our best to let people with existing part time contracts retain their contracted hours provided they are in line with current business needs. Please note that successful candidates with agreed alternative working patterns may be required to work full time for specific periods to complete all training and consolidation. Hybrid working will not commence until the training and consolidation period has been successfully completed.
Hours of work
The full-time working week in DWP is 37 hours. You may be required to work at any time between the hours of:
- 7:45am and 8:00pm on any day between Monday to Friday, and
- 8:45am to 5:00pm on Saturday.
Managers will agree working patterns with successful applicants within these business hours and review these as appropriate.

Learning and Development
DWP takes development seriously. Our aim is for our colleagues in these roles to be appropriately skilled and qualified – as determined by the business. To support this aim you may be required to undertake a work-based qualification, such as an apprenticeship, which will support you in further developing your professional knowledge and skills for this role and your future career development. The qualification can be undertaken in work time. You agree to take this job on the basis that you may be required to undertake a work-based qualification; your failure to participate fully in the professional programme, once appointed, may be a breach of your employment contract.
