Job summary
This is an exciting time to join. Ministers have made a public commitment in the King's Speech to legislate in draft in 2025 on corporate governance and audit and this role will lead that work.
Robust and rigorous scrutiny of large companies by auditors, and greater transparency around their finances, is essential to ensuring that investors, employees and consumers have an accurate picture of the health of the company, which in turn delivers a more secure economy and supports economic growth. The Bill will transform the existing regulator of audit and reporting – the Financial Reporting Council - into a new statutory regulator, the Audit, Reporting and Governance Authority, giving it the powers it needs to tackle bad financial reporting and to build trust in the framework.
Job description
Key Responsibilities include:
- Provide strategic direction for the programme of policy work to prepare for both draft legislation and with a view to future reforms;
- Deliver draft legislation in 2025: establishing the Bill’s scope; working with teams across DBT and Government to identify and secure agreement to the Bill’s contents; leading on the process of parliamentary scrutiny, including establishing and delivering handling plans for external and parliamentary stakeholders;
- Sponsorship of the Financial Reporting Council, the independent regulator of audit, accountancy and corporate reporting and the Insolvency Service;
- Leadership of a policy team (c.20 staff), including line management of four team leaders. Help maintain an expert, connected, motivated and inclusive team environment and contribute to the wider corporate leadership of the directorate as a member of its senior leadership team. Provide line management support to CLG’s lead analyst and team who are embedded within this team.
Person specification
- Strong strategic skills, capable of leading and managing a complex programme of policy development and legislation, balancing a clear focus on the big picture with a sufficiently deep understanding of the detailed policy issues.
- A track record of policy and legislative delivery, with experience of leading on complex policy projects, ensuring their successful completion to tight deadlines and through periods of challenge and ambiguity.
- An inspiring, inclusive and engaged leader, able to create a positive working environment where people feel motivated and engaged to deliver high quality outputs at pace.
- A track record of delivering successfully through others, building strong relationships inside and outside of Government and an ability to gain the trust of a variety of audiences including Ministers, senior people in the major accountancy firms, in the Investment Community, in FTSE 350 Companies and senior officials in Government and the FRC.

Selection process details
Shortlist
Shortlisting for interview is made on the basis of merit. The selection panel will assess the evidence presented by all applicants against the advertised essential criteria and the highest rated applicants will be invited to interview.
Assessments
If you are shortlisted, you will be asked to take part in a series of assessments which could include a staff engagement exercise. These assessments will not result in a pass or fail decision. Rather, they are designed to support the panel’s decision making and highlight areas for the panel to explore further at interview.

Interview
Shortlisted candidates will be asked to attend a panel interview in order to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the essential criteria.
As part of the interview, you may be asked to prepare and present a short presentation, you will be advised of the presentation topic in the interview invitation.
Selection and Feedback
Regardless of the outcome, we will notify all candidates as soon as possible. We will send you a copy of any report for any assessment that you may have undergone as part of the recruitment process.

Reserve List
