Job summary
This is an exciting opportunity to be part of a small but impactful, brand-new team in Air Command. A team that will be core to how the command supports productivity initiatives and governs their progress. The team will be embedding systematic processes that deliver against the productivity ambition and drives a more cost – conscious culture, leading to an improved relationship between cost, value, and Defence outputs.
The HEO Productivity MI and Analytics role will be providing expertise to assist in the embedding and implementation of the Efficiency Management tool (Power BI based). The system will need to be continuously developed so that it meets the growing needs of productivity/efficiency reporting as Air Command meets its ambitions.
As well as aligning our data availability with other Commands such as Army and Navy and Defence Centrally, they will use their keen analytical mind and attention to detail, and will be passionate about leveraging data to drive senior decision making. Whilst the system is currently Power BI based, there is ambition to unify how Defence reports, and there is real opportunity to get involved and work with other front-line commands to develop a one for all solution – shaping the MOD’s approach to Productivity.
This position is advertised at 37 hours per week.
Job description
The HEO MI and Analytics role will understand productivity initiatives and what benefit could be realised, in both cashable and non-cashable terms. They will monitor progress of initiatives and where some initiatives have not made progress, will use data to support decision making and influence what should be prioritised to deliver the greatest impact against Air’s outputs.
As Air will be introducing the Efficiency Management Tool as a new dashboard, they will be the main point of contact for the tool and work to educate in effective use of the system. This will require engagement with a wide variety of stakeholders at varying ranks and grades, as well as developing self -help guides. The successful candidate must be able to develop a good working relationship with RAF Digital for the initial implementation, continued development, and platform support. Ensuring that we are compliant with Digital and Security guidance. Single source data and one version of the truth will be core to effective senior decision making, so future considerations on how the system can feed or how we can use the data in further reporting chains will need to be explored and optimised.
The role will not just remain behind a screen and data sets but will also support and lead Idea Generation and Knowledge Share sessions. These are designed to ensure continued identification of productivity opportunities across the command, sharing and replicating where possible. The job holder will engage with teams and stations across the RAF and will gain broad knowledge of many parts of Air, from synthetic training and virtual reality to how we maximise use of our estates.
Innovative visualisation and presentation of complex financial data sets and the ability to communicate this to non–finance stakeholders will be essential. This will ensure opportunities to reinvest and provide the best return on investment are clearly understood, and that we can articulate why some opportunities are prioritised over others. This narrative will be developed with support from finance and commercial business partners as well as our delivery partners.
As resources are squeezed and demand on war-fighting capability increases, this role will be key to how we maintain a balanced and affordable position in Air and demonstrate the organisation is an investable proposition for future resource
Person specification
The successful candidate will be proactive with an ability to self-manage their workload. They will be pro-active in seeking opportunities to improve what the team delivers and be willing to work with the senior manager to grow into a brand-new role and team. They will be comfortable engaging at all levels of the organisation, with an ability to teach and support the organisation as it learns.
They will be detail orientated and know how to use data to best effect. They will be comfortable using Power BI and willing to learn new systems, and new digital skills as and when required. They will have good literacy and numerical skill to communicate complex financial data to non-finance stakeholders.
The landscape of productivity is an evolving space so the candidate must be adaptable and flexible in nature, in order to respond to changing requirements.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
