Job summary

This is an exciting opportunity to join a dynamic team within Strategic Command that has the nation’s security at its core. The organisation provides specialised capabilities to the Government and to allies overseas. This 2* Military Command is located in London and situated simultaneously within a busy MOD Directorate, an operational headquarters and a Higher Level Budget (HLB).

The finance team are responsible for protecting value for money and ensuring a robust financial control environment within the Headquarters. It supports decision making, advises on affordability and issues of regularity and propriety, and provides financial management information. It also provides some commercial advice and help with navigating routes to market.

The Finance Plans and Governance post is responsible for financial governance, compliance assurance and audit, financial advice on matters of regularity and propriety, and financial writes-off and fraud. 

Strategic Command is undergoing a transformation programme aiming to improve the way the Command conducts business and delivers for Defence and the nation. As a consequence, all Strategic Command posts are subject to review and potential changes across the period of the transformation programme. These changes may be minor or more substantive and will generate new opportunities. Throughout, the transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.

MOD Hybrid Working Policy requires colleagues to work at their post location, or other office locations according to business needs, for an average of 60% of working hours. Job description

Ensure suitable financial governance procedures are in place across the business area ensuring the development of new and effective financial processes through a programme of internal audit. 

Co-ordinate audit compliance, liaising with and implementing recommendations from the National Audit Office (NAO), Government Internal Audit Agency (GIAA) and Strategic Command assurance team. 

Maintain the financial assurance activity across the business area and ensure consistency with Internal Controls Assurance Framework (ICAF) and Strategic Command compliance assurance requirements. 

Act as the focal point for matters of propriety and regularity, including the production of Letters of Delegation, novel and contentious expenditure, write-offs and fraud reporting.  Responsible for providing policy advice on financial and secretariat issues. 

Manage the Strategic Command Financial and Human Resourcing Restrictions across the business area, ensuring extant policy is applied prior to submission up the approval chain.  Maintain an appropriate audit trail of approval. 

Person specification

Must be comfortable analysing financial data and communicating the results.  The post holder will require strong team working skills and a customer focused approach. 

The post holder will need to be organised, enthusiastic and will also require initiative and flexibility and the ability to work accurately under pressure, responding positively to short deadlines. 

Essential

  • Recent finance experience
  • Demonstration of excellent interpersonal skills and experience of dealing with people at all ranks and grades
  • Strong IT skills. 
  • DV Holder or subject to successful DV process.

Desirable

  • Working knowledge of PB&F and CP&F finance systems.
  • Experience of dealing with military personnel of all ranks and their pay and claims systems.

‘London locations may attract locational allowances. The ‘Inner London Weighting RRA Allowance’ is £3,250 per annum and the ‘Outer London Weighting RRA Allowance’ is £1,750 per annum.
