Job summary

The Joint Aircraft Recovery and Transportation Squadron (JARTS) is the only fully established military air system post-crash and incident management (APCIM) team in Europe, delivering support to the Defence Air Accident Investigation Branch and civilian Air Accident Investigation Branch. JARTS provide Defence with a rapid runway clearance capability to ensure minimal disruption to aviation operations. JARTS also deliver training scenarios to Defence establishments, participate in civilian APCIM exercises and transport MOD owned aircraft throughout the organisation on operations or routine fleet management activities. Working at short notice, teams maintain high readiness postures to deploy globally supporting Defence outputs.

JARTS Mission - To be prepared, trained and resourced to conduct worldwide Post Crash Management, Recovery and Transportation of all MOD aircraft.

The JARTS are focused on the introduction of new capabilities and developing relationships with foreign partners to ensure the Squadron remains the lead organisation for APCIM. This includes the introduction of new vehicle types ranging from standard cars through to specialist trailers developed for the transportation of the full breadth of MOD air systems in use.

The role will have responsibility for managing the JARTS MT personnel, full fleet of vehicles, trailers and associated ground support equipment to ensure maximum availability to deliver critical Squadron outputs. The role out of new vehicles will see the introduction of new training requirements for personnel that will need to be successfully managed whilst maintaining current operational tempo. Engagement with Command Headquarters is essential to ensure JARTS requirements are fully articulated and MT fleet issues are addressed in a timely fashion.

The role also includes responsibilities for facilities management, ensuring faults are reported and repaired appropriately and liaising with maintenance personnel to ensure mandatory testing of vital systems is completed satisfactorily.

This position is advertised at 37 hours per week. 

Job description

As the Band EO Mechanical Transport Manager in the Joint Aircraft Recovery and Transportation Squadron (JARTS) you will be responsible for the management of personnel, vehicles, equipment, infrastructure and associated funding allocated in support of MT, to accomplish the Unit’s mission and core outputs.

You will also be responsible for ensuring JARTS facilities are maintained appropriately, raising corrective work requirements to appropriate organisations, and ensuring timely repairs when required.

The main duties are:

  • The effective management of Sqn MT personnel and ensuring that all Sqn personnel are trained to fulfil their duties.
  • Ensuring the through life management of MT vehicles are safe to operate, maximising vehicle, trailer, and associated ground support equipment availability through effective fleet management processes, maintaining appropriate records in compliance with legislative and regulatory requirements.
  • Manage MT related budgets within your financial delegation, providing auditable records of expenditure and preparing estimates for future requirements.
  • Managing MT related IT systems as the JAMES administrator for JARTS in compliance with mandated processes.
  • Promulgation and distribution of Regulations and policy updates, briefing personnel on pertinent changes and implementing updates to Sqn Orders as required.
  • Monitor MT related contracts to ensure the delivery of expected performance requirements, addressing any shortfalls and briefing Sqn Management on issues that impact the delivery of JARTS outputs.
  • Implementation of road safety strategies and carrying out investigations related to safety issues involving Sqn personnel and vehicles / equipment.
  • Ensuring all MT related activities are managed within MOD policy, including but not limited to Health and Safety Regulations, and MOD Environmental and Quality Management policies.
  • The management of transportation tasking, ensuring sufficient personnel are qualified to achieve tasks and monitor compliance with ADR and CDG Road requirements.

You will be responsible for assuring Officer Commanding JARTS that all legislative and regulatory requirements are satisfied as a minimum. Furthermore, you will assure that maintenance carried out on JARTS vehicles is compliant with requirements.

Desirable Criteria:

  • Background in MOD Mechanical Transport (MT) operations and knowledge of MOD MT Regulations and Policy.
  • Management experience with financial delegations.
  • UK Full Driving Licence
