ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), Manchester or Darlington and working between office and remote throughout the week.

As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. Due to estates constraints, there are currently temporary exceptions to this for colleagues based at Manchester and Darlington who are required to attend the office for a minimum of 20% of their work time.

The ONS are looking for Statistical Production Analyst’s to play a key role within the Economic, Social and Environmental Group. The post holder will be responsible for production, planning and co-ordination of statistical outputs.

The role includes producing economic statistics and effective quality assurance of statistical outputs, managing stakeholders involved in the production process, identifying, and mitigating risks, and ensuring continuous development of the methods, sources and production processes underpinning economic statistics. Post holders are also expected to support and/or lead the dissemination and communication of statistics to internal and external customers.  

Successful candidates will potentially find themselves allocated to roles within the following directorates:

Macroeconomic & Environment Statistics & Analysis (MESA) 

MESA teams produce a wide range of UK economic statistics, including trade, balance of payments, foreign direct investment, public sector finance, productivity, and consumer, producer, and housing prices. The Directorate also produces economic commentary and analysis, including co-leading the Analysis Hub.​

Economic Statistics Production & Analysis (ESPA)

ESPA teams produce a wide range of UK economic statistics, including Labour Market​, The National Accounts (which includes Gross Domestic Product)​, Monthly output of the service, production, construction, and retail sectors​, Quarterly household expenditure and household income estimates​, Sub-national estimates of GDP, household income and household expenditure., Real Time Indicators, including the Business Insight & Conditions Survey.

Posts covered by this role are analytical in nature and so will usually be filled by staff who are either actively engaged on the Operational Delivery Profession: Data Production, Management & Analysis pathway, or members of badged analytical professions.

Responsibilities

  • Contributing to the production process of economic statistics through collaboration with survey teams and/or compiler areas to ensure data deliveries, production and accompanying briefing are made on time and to a high standard. 
  • Analyse and interpret data to prioritise data queries and ensure that inputs and outputs are accurate. 
  • Build close working relationships with data/ briefing suppliers and system teams to enhance subject matter expertise and help identify and address issues in data processes, systems and methods where they arise. 
  • Clear communication with internal and external stakeholders through the appropriate channels and delivering key messages to both technical and non-technical audiences. 
  • Contribute to effective statistical output timetable planning and implementation to ensure quality assurance processes are adhered to throughout the production cycle. 
  • Ensuring their technical and analytical skills are kept up-to-date and participating in and promoting continuous improvement. 

Person specification

Essential Criteria

  • Ability to carry out data processing tasks that contribute to a statistical publication, as well as completing quality assurance measures to ensure outputs are accurate and trustworthy.
  • Demonstrable ability to manage and prioritise workload effectively, particularly in situations where work needs to be delivered in a timely manner.
  • Able to carry out pieces of analytical work, such as identifying key trends and movements in data, as well as potential anomalies that require further investigating. 
  • Demonstrable experience of engagement with stakeholders, including answering customer queries in a professional manner, and developing and maintaining strong relationships with internal and external stakeholders.

Security Clearance 

Individuals appointed to the Office for National Statistics or UK Statistics Authority will be subject to National Security Vetting at “SC Cleared” level for this post. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for the 3 consecutive years immediately prior to applying. 

A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case-by-case basis. You will be asked to provide information regarding your UK residency during your application, and failure to provide this will result in your application being rejected

Assessment at application stage will be based on your work history, skill and experience and personal statement. Your application should be tailored to demonstrate any skills, knowledge and experience that are relevant to the content of the role. 
 
Your personal statement should be no longer than 1000 words. You should use this space fully to provide evidence for each essential criterion within the person specification. As the criteria are scored, we would recommend that you give clear examples for each including the impact of your actions and set them out using the STAR acronym (Situation, Task, Action, Result).
