The Crown Prosecution Service (CPS) prosecutes criminal cases that have been investigated by the police and other investigative organisations in England and Wales, making operational decisions fairly and objectively by following our Code for Crown Prosecutors, and independently of the police and government. If a case meets our legal test we authorise the police to charge the defendant.

The organisation

Over 7,000 people work for the CPS, across England and Wales in a variety of roles. Almost half the employees are lawyers, who are responsible for deciding whether to prosecute cases, and represent the Crown in many hearings in the courts. The rest work to assist prosecutors preparing cases for court, or in other professions including operational delivery, finance, human resources, communications, policy, and digital and technology services. The CPS Board agrees the strategic direction and priorities for the CPS and provides a forum for constructive challenge on proposals and the implementation of decisions by the DPP and the executive team. It plays a key role in ensuring that the organisation is equipped to provide a professional, efficient and high-quality service.

Context

The CPS faces many challenges. most of which require joint working across the criminal justice system to address. This includes continued operational improvement and tackling court backlogs, developing an improved service for victims and reducing victim ‘attrition’, maintaining performance on Rape and Serious Sexual Offences (RASSO) cases, improving quality of casework, financial pressures from increased prosecution costs and advocate fees and wider economic challenges on headcount, recruitment and retention of skilled staff across the CPS professions (but particularly those with legal skills) as well managing an aging workforce, and replacing a case management system (CMS) that is more than 20 years old. The Director of Transformation and Change will report to the DG Chief Operating Officer.

Job description

The Director of Transformation and Change is a critical leadership role which reports to the Chief Operating Officer and is part of the Executive Group. Their role is to provide strategic direction, specialist capability, and positive leadership for the CPS’s business change, transformation and continuous improvement agenda.

The Director of Transformation and Change is accountable for the successful development and delivery of cross-cutting business change and transformation programmes leading to improvement in service delivery and performance. They are accountable for setting the corporate approach to performance management.

Key Responsibilities will include:

  • Setting the business change strategy and delivery approach for the CPS, ensuring it supports delivery of the CPS vision, strategic priorities and objectives.
  • Working across the CPS to define the change portfolio and ensure alignment across the CJS.
  • Providing leadership to ensure effective implementation of business change, transformation and continuous improvement initiatives and mitigate business risks.
  • Setting the corporate approach to performance management and work with the Executive Directors to set and review corporate, operational and legal performance KPIs for the CPS.
  • Direct line management for Deputy Director of Operational Change, Deputy Director of Performance Analysis and Deputy Director of Victims Programme
  • Responsible for c.200 staff within the change and transformation directorate
  • Head of Profession for Portfolio, Programme and Project Management
  • Determines the business change and transformation strategy and plans for the CPS, ensuring alignment across the CJS and effective prioritisation, to deliver the strategic priorities of the CPS
  • Determine the frameworks to deliver effective business change and continuous improvement capability within the directorate and across the CPS 
  • Makes decisions about business change and transformation related risks and issues
  • Determines the corporate, operational and legal KPIs for the organisation
  • Makes decisions about the future business and operating model for the function

Person specification

The following essential and desirable criteria will be used to assess your application: 

Essential:

  • Track record of delivering successful strategic organisational transformations in large, complex organisations.
  • Experience of balancing a number of competing strategic priorities to ensure successful delivery of all, balancing people and resources.
  • Evidence of realising organisational benefits from large change programmes.
  • Skilled leader and excellent communicator with track record of mobilising teams to deliver organisational outcomes.
  • Experience of influencing stakeholders and partner organisations to deliver cross sector transformation. 

Desirable:

  • Relevant professional qualification (e.g. Chartered Project Professional) or demonstrable skills and knowledge of change techniques and methodologies.
  • Experience of developing performance management frameworks.
  • Knowledge of or experience in Criminal Justice Sector.
