Job summary

We are seeking two Data Engineers to join our expanding Data Strategy team, as part of our plans to upgrade and modernise our data platform through our dedicated programme – Programme Ocean.

Our Data Strategy team is integral to Ofwat's vision and strategy for the water sector. In addition to leading on the development of a new data platform, the team seek to shape how data is used across Ofwat, providing teams with practical solutions that result in efficiencies, enhanced visibility and access to data, as well as effective decision making and insights. This role will also require close collaboration with our IT team. 

This is a great opportunity to work with leading cloud technology and help shape the way data is used in the public sector. You will work with cutting edge and evolving technology as we look to maximise the data and bring value added insights to Ofwat.

The successful candidate will work in a small team of Data Engineers, alongside IT operations roles, to bridge the gap between data producers and data users, developing analytical pipelines and self-service tools to acquire and transform data, making it available in our new data platform.

Job description

In this role you will be expected to:

  • Design and build robust and scalable automated data flows to connect to our new data platform and ensure timely and quality data for analytics and business intelligence (BI) systems.
  • Recognise opportunities to reuse and re-engineer data flows to enable scaling and repeatable use
  • Design and implement ETL (extract, transform, load) pipelines and code to ensure optimum operation
  • Work with data users to understand and translate their needs into technical requirements
  • Utilise a range of Azure services to deploy your solutions in a reproducible, sustainable manner
  • Develop and optimise code, tools and services that enable people to use data effectively
  • Provide support to colleagues, proactively sharing skills and knowledge.
  • Develop your skills through continued learning and development.
  • Design and maintain technical documentation.

Person specification

To be successful in this role you will need the below essential experience, skills, knowledge and attributes:

Experience, skills and knowledge 

  1. Lead criterion 1: Software Development Skills: Strong Proficiency in Python for data manipulation, scripting, and automation tasks.
  2. Lead criterion 2: Experience in data warehouse methods and techniques, including ETL processes, data modelling and design.
  3. Software development experience with data-processing platforms including experience with Microsoft Fabric/Azure Synapse Analytics/Databricks.
  4. Relational Databases/SQL: Deep understanding and hands-on experience with relational databases, including proficiency in SQL for data querying and management.
  5. Data Modelling: Experience in designing both analytical and operational data models to support business intelligence and reporting needs.
  6. Azure Data Factory or Synapse Analytics Pipelines: Experience of performance tuning data transformation process.
  7. Azure SQL Database: Experience with Azure SQL Database for managing and querying relational data in the cloud.
  8. Data Integration: Experience in integrating and working with a wide range of data sources, ensuring data consistency and reliability.
  9. CI/CD tooling: Practical knowledge of using and configuring deployment tools, such as Azure DevOps.

Assessment process

Sift Stage

We operate a blind sifting model to eliminate bias. All candidate identifying information will be removed from applications.

At sift stage we will assess your application (CV and Personal Statement) against criterion 1, 2, 3, 4, 5 listed in the personal specification above (Experience, Skills & Knowledge).

In the event of receiving a large number of applications, a pre-sift may take place on the two lead criteria:

In your personal statement, please tell us how your skills and experience meet the lead criteria, with examples if appropriate.
