ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport or Titchfield (Fareham),

As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations.

The Office for National Statistics (ONS) is the UK's largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.

This role may operate in any Directorate across the organisation delivering projects/programmes/portfolio to help realise our organisational strategy. This role is part of the Project Delivery Profession and is supported through Government standards and frameworks. Line management sits within individual Directorates and professional accountability is to the Head of Profession.

A business change manager is responsible for leading and managing the transition from its current state to a desired future state, ensuring that changes are successfully implemented and sustained. You role will will focus on aligning change initiatives with business goals, minimizing disruption and maximizing engagement in face pace environment. 

Job description

The role of the Business Change Manager is to proactively prepare the business for the impact of the changes being delivered by the project. The Business Change Manager provides a bridge between the project and the business users to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits.

The successful candidate will therefore need to demonstrate strengths in building strong stakeholder relationships, previous experience in the application of Business Change , change communication, and experience in the application of Business Change.

Key Responsibilities;

  • Leadership & Delivery – Lead on business change activity and work with the programme to support delivery of the Business Case benefits and outcomes. Champion the use of best practice and provide expert advice for team members and project community.
  • Change Products – Support the Project Manager and Business Change Manager to create the required Business Change products. Leads on engagement with key contacts. Ensures products are fit for purpose.
  • Change Planning – Establish and maintain the change plan for a specific area of responsibility.
  • Business Readiness – Identify, qualify, and update the business readiness criteria across area of responsibility before implementation. Supports the tracking of these to ‘approve/refuse’ go-live.
  • Benefits Management – Support the Benefits Manager, Programme Manager and stakeholders to identify and leverage benefits. Considers Benefits Management in all Business Change activities.
  • Change Communication – Work with Stakeholder Manager and Programme Manager to create and maintain communications plan as it relates to Business Change messaging. Provides content for communications relating to Business Change across area of responsibility.
  • Stakeholder Management – Identify and classify stakeholders, ensures their inclusion in stakeholder engagement plan. Point of contact for larger pool / more senior stakeholders.
  • Guidance & Support – Provide direction and guidance to team. Lead Business Change activities across area of responsibility.

Person specification

Essential Criteria:

  • Experience of successfully leading business change / transformation, including understanding, influencing business perspectives, and aligning approach with wider strategy.
  • Implementing business change using various frameworks, methodologies, models, and theories.
  • Experience of delivering successfully to time, cost, and quality standards.
  • Evidence of developing and delivering creative and effective communications to multiple audiences, often in ambiguity, creating a narrative that maximises adoption and acceptance.
  • Well-developed stakeholder management skills and experience of successfully building relationships and networks with a diverse range of people to achieve collaboration, develop common goals, and deliver significant business change outcomes.

Desirable Criteria:

  • APMG Change Management Practitioner.
