About the role
This role is part of our Facilities Management (FM) team, which provides a range of services to enable OfS staff to work safely and effectively from our office premises. Within this team we are looking for an FM Operations Officer to take the lead on health and safety, and compliance, as well as getting involved with day-to-day delivery.
This is a key role in delivering a safe and effective working environment for OfS staff, tenants and visitors. Working as part of a small team, where everyone gets involved at busy times, the Operations Officer will take on a mixture of hands-on duties and desk-based work. The Operations Officer will ensure that our systems and processes are working effectively, and that work is coordinated through the team. In particular they will keep our operations compliant with health and safety requirements, and help make sure the rest of the organisation understands these too. They will help maintain key documents such as internal policies, and coordinate management information and data for external reporting. At times, and after a suitable probationary period, the Operations Officer may be called on to deputise for the team manager.

Job description
Key responsibilities may include:
- supporting the FM and Estates Manager in delivering an effective strategic and operational estates and facilities management function
- supporting the FM and Estates Manager in the day-to-day delivery of FM services, including coordination of work and making recommendations for review and continual improvement
- being the lead health and safety advisor for OfS, reviewing policy periodically and making recommendations for improvement
- developing and implementing a Health and Safety and Environmental Management inspection and reporting process, which provides OfS with the assurances it needs to demonstrate compliance and best practice
- leading on any internal audit and assurance processes, ensuring that OfS can demonstrate good practices, and engaging with external audit support as necessary
- acting as a deputy key-holder for the site, which includes being willing to be called out of hours in occasional situations. An on-call allowance is part of the remuneration package.
Please note that this role is fixed at 37 hours per week with a work pattern of Monday-Thursday 0900-1730 and Friday 0900-1700. The role is 100% office-based and does not have any remote working.
Person specification
The key person attributes required to fulfil this role include:
- experience of delivering health and safety systems and procedures, including a recognised health and safety qualification (eg from IOSH, NEBOSH or equivalent)
- experience of delivering facilities management operations
- a proven understanding/experience of delivering and demonstrating compliance for facilities/buildings
- excellent stakeholder engagement skills, able to manage and communicate complex and often sensitive issues, in a logical, robust and balanced manner
- a clear focus on managing/improving service delivery
- the ability to safely assess and move loads (training will be given).
