Job summary

ORR's Periodic Reviews & Monitoring team sits within the Economics, Finance and Markets (EFM) Directorate, which leads on all aspects of financial and economic analysis within ORR, the periodic review process for Network Rail and ORR’s competition work. The team’s focus is on establishing the five-year funding and regulatory settlements for Network Rail and assessing how it is delivering against its commitments. We work closely with colleagues across ORR, as well as with governments, Network Rail and other stakeholders.

Job description

Periodic reviews are one of the principal mechanisms by which ORR holds Network Rail to account and secures value for money for users and funders of the railway (Department for Transport and Transport Scotland). They determine the level of funding Network Rail should receive and what, in return, Network Rail should deliver. The 2023 periodic review (PR23) set the funding and regulatory settlement for the five years from 1 April 2024 (known as control period 7 or CP7).

Your role will be to lead the team responsible for ORR’s work to prepare and deliver the next periodic review of Network Rail (PR28), which will consider the right balance of funding and outputs for Network Rail.

The post-holder will also be responsible for coordinating the cross-organisational monitoring and assessment of Network Rail’s delivery against its periodic review commitments. This includes assessing updates to Network Rail’s business plans and providing updates to the Department for Transport, Transport Scotland, HM Treasury and the ORR Board, drawing on the expertise of ORR colleagues in the areas of safety, train performance, asset sustainability and efficiency.

At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance.  Working arrangements are subject to continuous review.
