Recruitment and Appointments Manager
SEO, 37 hours a week
This vacancy is for an SEO role with the Independent Monitoring Board and Lay Observers, a MoJ ALB, providing support to IMB members and Lay Observers, who are independent, publicly appointed, unpaid volunteers based in prisons, immigration removal centres, short-term holding facilities and court settings in the UK.
Based: 10 South Colonnade, Canary Wharf.
Overview:
Members of the Independent Monitoring Boards are unpaid public appointees who provide statutory, independent scrutiny of the treatment and care of people in prisons and immigration detention. They are appointed by ministers and operate in prisons and Young Offender Institutions (run by HM Prison and Probation Service - MOJ), in immigration removal centres, various short-term holding facilities and on repatriation flights for those being removed from the UK (run by the Home Office).
Lay Observers are also unpaid public appointees, whose responsibility it is to check on the welfare of detained people in court custody suites and while they are travelling in the care and custody of escort contractors.
Summary:
You will develop and deliver improvements within the recruitment and appointments process. This will include supporting the staff who deliver this process to deliver innovative approaches to public appointee recruitment, through matrix management, working with members to embed these changes.
You will ensure that members are appointed and supported in accordance with the appropriate legislations and policies. This will include the development of a framework to ensure that delivery is compliant with the Governance Code on Public Appointments. Ensuring that the recruitment process is efficient and effective in supporting the work of the IMBs and LOs. There is also an expectation of working with external stakeholders to deliver system wide improvements.
Responsibilities include:
- Managing a team as well as driving performance through matrix management.
- Operationalising the recruitment and appointment strategy and business plan objectives for both IMBs and LOs.
- Responsible for developing and delivering the recruitment and appointments process and ensuring the relevant security and conflicts checks are conducted for IMBs and LOs.
- Responsible for Board and member compliance processes being met e.g. elections etc and quality assured.
- Working with others to identify gaps in recruitment and appointment policies and producing materials to fill these.
- Establishing monitoring tools and helping others to plan their work in line with business objectives.
- Being a point of escalation for dealing with matters linked to recruitment and re-/appointments, including matters that arise during appointees’ ongoing membership.
- Identifying problems at an early stage and seek to resolve these before they develop.
- Building positive working relationships with colleagues, senior leaders and public appointees even when dealing with potentially contentious issues.
- Focusing on delivering high levels of customer service.
- Ensuring equality, diversity and inclusion is considered during the application of all tasks and championed during interaction with the membership.
- Performing other job-related duties as required.
Essential Criteria:
- Experience of working with Public Appointees.
- Experience of working in recruitment within the Public Sector.
