Job description

Would you like to join a critical programme for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have “net zero” carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change. Carbon Capture, Usage and Storage (CCUS) will likely play a crucial role in reaching net zero. It can be an engine to drive cleaner, sustainable growth as well as transforming our industrial heartlands. It can also unlock new jobs and innovative businesses, raising productivity and competitiveness across the UK.

Person specification

At the heart of decision-making for one of the biggest projects in government, this role supports the SROs and ministers in overseeing the CCUS Programme. Reporting to the Governance and Reporting Manager within the Central PMO, you will have responsibility for one/two HEO(s) and will have the opportunity to shape and influence a growing and friendly team.

You will:

• Support the programme by establishing and embedding governance protocols, processes, templates, and standards.

• Document and formalise processes and procedures.

• Be proficient in creating and drafting briefing packs.

• Ensure all tracking and supporting processes are in place and documented covering all aspects of governance activities.  

• Engage with senior stakeholders across Government to understand the governance and its activities, bring insight and agree appropriate methods to bring resolution to related issues.   

• Prepare supporting slide packs, papers, etc to inform stakeholders of the programme governance. 

• Exhibit strong collaboration and communication skills and experience working with key stakeholders to progress work without formal leadership authority.  

• Establish and maintain relationships with appropriate stakeholders to ensure successful coordination and collaboration and ensure that governance initiatives are in line with organisation objectives.

• Adapt to changing priorities and tasks.

• Support the Head of PMO in delivering departmental goals.

• Provide support to ad-hoc tasks.

• Organise time/workload to achieve outcomes required.

• Provide support on continuous improvement and learning from experience activities.

• Work with the programme team to provide data for change control requests, present change control requests to relevant boards and disseminate the outcome of decisions.

• Work with the Head of the team to implement and maintain programme performance metrics and data, ensuring effective reporting to inform timely decision making. 

Skills and Experience 

Essential:

• Evidence of ability to manage multiple priorities and respond flexibly to competing demands.

• Excellent written and verbal skills.

• Evidence of ability to build relationships and consensus with senior stakeholders and facilitate efficient decision-making.

• Proven team working ability and collaboration skills across multiple organisations.

• Understanding and application of project/programme governance.

Desirable:

• Government Major Project's Portfolio experience.

One of the following qualifications:

• APM Project Management Qualification.

• APMG International Project Planning and Control Practitioner.

• PRINCE 2 Practitioner.

• Managing Successful Programmes Practitioner.

• PMI Project Management Professional.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
