The Department for Energy Security and Net Zero is one of the largest Departments in Whitehall. Its Secretary of State, the Rt Hon Ed Miliband MP, and his Ministerial team want to demonstrate the role of the Department in growing the UK economy.

The Department has a large, complex and important portfolio and is responsible for the delivery of security of energy supply, ensuring greater energy efficiency of UK homes and businesses and responsibility across Whitehall in seizing the opportunities of Net Zero.

Cleaner: Supporting green technologies to achieve Net Zero, create jobs and stimulate economic growth.

Job description

The Government has made a high priority commitment to deliver clean power by 2030, as part of its mission to make the UK a clean energy superpower. Delivering this will require an acceleration of efforts to bring low carbon power generation online, ensure the necessary network infrastructure is in place, and take a whole system view of the way different technologies interact to ensure we deliver the ambition in a way which ensures secure and affordable supplies of electricity, and does so as part of a credible pathway to accelerate to net zero by 2050. To meet this ambition, the Department for Energy Security and Net Zero is establishing a new 2030 unit to provide a relentless focus on delivery, using the best data, evidence and expertise to co-ordinate efforts across the Department and the wider energy system. As Deputy Director, you will be a key part of building and leading this unit.

Your responsibilities will include:

  • Providing inclusive and inspiring leadership to a new team with a mix of policy and delivery expertise. You will set direction, empower staff and manage resources flexibly across your responsibilities, inspiring and empowering them to perform, providing continued opportunities for them to stretch and develop, and ensuring a fun and supportive atmosphere within the team.
  • Building a new unit with the capability to use both system and project level data (including understanding commercial energy projects) to assess progress towards the 2030 ambition and work effectively with both Civil Service teams and external stakeholders to identify and address issues and risks to this goal
  • Establishing and running a new “mission control” function to monitor and analyse delivery and support Ministers and the senior team in driving progress across the system
  • Acting as part of the senior leadership of the unit and wider Department, playing a full contribution to the unit’s Senior Leadership Team and supporting the Director in effective management of its, culture and resourcing.

It is important through your CV and Statement of Suitability that you give evidence and examples of proven experience of each of the following.

Essential Criteria

  • A strong corporate and team leader with a proven track record of leading teams, providing leadership in a dynamic environment, and with a proven ability to build high performing, inclusive teams.
  • An excellent communicator with a proven ability to present complex issues simply and effectively at senior levels.
  • Proven ability to build effective relationships with diverse senior stakeholders.
  • Expertise in translating policy into delivery, ideally at significant scale
  • Ability to understand and interpret complex problems and policy issues, and translate this to credible and deliverable options and advice to Ministers
  • Able to understand and synthesise information and analysis across a range of disciplines and understand how data and evidence informs policy and delivery

Desirable Criteria

  • Previous experience working on energy and electricity issues, and a good understanding of electricity markets, generation and networks

Selection process details

This role has a minimum assignment duration of 3 years.
