Job description
We are looking for an enthusiastic Livestock Subject Matter Expert (SME) who is passionate about the livestock industry to join our team at the Rural Payments Agency (RPA). The role will be based in the Livestock Operational team. This area is undergoing a transformational change that includes the implementation of new policies, systems and technology, business processes and services.
As an operational SME you will build and be able to maintain relationships with your team and livestock stakeholders. You will be committed to resolving challenges and finding effective solutions, lead on strategies and policies, be able to provide advice on livestock traceability, and support new and emerging technologies.
You will work with flexibility to deliver the best outcomes for the RPA, DEFRA and our customers, while successfully managing the demanding challenges facing our organisation.
You will support the successful implementation of change within the RPA by communicating it in a constructive manner, empowering people to embrace the transition while maintaining service levels and demonstrating strong, visible leadership.
You will have line management responsibility of teams and you will work in a fast paced environment. There will also be the requirement of regular travel to the Workington office as this is where the majority of the team are based.

Essential Criteria
- A strong background or knowledge of livestock traceability policy, systems and technologies.
- Experience of leading and managing operational teams through change and developing capability.
- Excellent communication skills, with the ability to deliver messages clearly, influencing both internal and external stakeholders.
- Ability to analyse data sets, often needing to simplify and translate technical and policy information.
- Capability to manage work, monitor and track progress across several teams and workstreams.
- Skilled in gathering data and insights to evaluate and improve systems, with experience in the designing and management of new processes.
- Proven ability to meet tight deadlines, reprioritise tasks, and make effective decisions.

Selection process details
Application Process
As part of the application process you will be required to complete a Personal Statement and a Behaviour Statement.
Your Personal Statement should be no more than 500-words and detail evidence of how you meet the essential criteria as noted in the person specification section of the job advert.
Your Behaviour Statement should be no more than 250-words and be aligned to the behaviour 'Leadership'.

Sift
Should a large number of applications be received, an initial sift may be conducted using the Personal Statement. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to interview.

Interview
If you are successful at the sift stage, you will be invited to an interview where you will be assessed on behaviour and strength based questions. Interviews will be conducted via MS Teams.
A presentation will form part of the interview to assess the behaviours ‘Leadership’ and ‘Communicating & Influencing’. Further details will be provided prior to
interview.
In the interview you will be also asked to provide examples of occasions when you have demonstrated the behaviours: Making Effective Decisions and
Delivering at Pace at HEO level.

Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band.
Location
As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s)
Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra Group location policy and site capacity, prior to proceeding with pre-employment processes.
Successful applicants currently employed by the hiring Defra organisation for this post may choose to remain in their current contractual location or may choose to change contractual location to one of those listed above. This should be discussed and agreed prior to proceeding with pre-employment processes.
The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.
Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.
The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.
