Job summary

We are an executive agency of His Majesty’s Treasury (HM Treasury), established in April 2015 to improve the quality of internal audit provided to central government. 

Most of the Agency’s people are professionally qualified internal auditors, accountants or investigators. 

Many are also specialists in areas including counter fraud, project management, digital and commercial audit. 

We lead both the Government Internal Audit Profession and the Government Internal Audit Function. 

Our workforce brings with it a unique depth of experience gained in a wide range of government departments, related bodies and other sectors. 

This enables us to offer a high-quality service based on cross-government insight and a strong understanding of our customers’ business.

Job description

The Agency’s finance & commercial team is responsible for providing sound financial management and commercial advice, preparing management and financial accounts, leading on budgeting and forecasting, and providing accurate information for Parliamentary control and public accountability purposes.

The Head of Finance and Commercial is a critical role and will set the strategic direction for GIAA Finance management and modelling together with how our Commercial team can support the business and delivery requirements of our agency.

You will lead the multi-disciplinary Finance and Commercial teams to support GIAA’s organisational delivery and provide financial and commercial management information, business intelligence, analysis, and process improvement to support the delivery of GIAA’s Vision, Strategy and Corporate Plan and support the Agency in compliance and quality. In addition, you will be supported by and work collaboratively with HM Treasury on a shared services basis.

You will be a trusted advisor and a member of the Corporate Centre Senior Leadership team of the Chief Operating Officer, enabling them to make effective decisions whilst in possession of associated risks, opportunities, and possible unintended consequences of action for the benefit the Corporate Centre and the Agency.

You will be a key contributor in the Corporate Centre, supporting financial sustainability. You will deliver efficient processes and effective services. Using skills in financial and data analysis, you will make evidence-based recommendations and will work across government to seek economies of scale.

You will think strategically about Finance and Commercial services that support the delivery of the Corporate Plan and the opportunities and constraints that will shape that journey. You will also work closely with other teams and functions across the Agency to develop and realise a credible plan of improvement/transformation whilst simultaneously maintaining effective service levels.

GIAA has an expectation for all colleagues to attend their local workplace for a minimum of 60% of their working week. This enables all our people to benefit from the positivity and enhanced wellbeing of spending time with colleagues and teammates and to combine this with individual working when this is most beneficial for specific activities. Workplace attendance is usually your local GIAA office location and can also include time spent attending our customers' sites.

For people with a part-time or compressed hours working pattern our expectation for 60% workplace attendance would be applied on a pro-rata basis.

Existing GIAA employees appointed into this new role will be allowed to remain at their current workplace location.

Responsibilities

  • Deliver strategic and operational Finance and Commercial services across the Agency with politically astuteness and with a focus on issues across government which may affect the Agency.
  • Be able to speak ‘non-financially’ to drive engagement and understanding of financial information to support robust and informed decision making.
  • Own and continuously improve Agency financial modelling including the customer charging model and strategically contribute to onward charging models.
  • Lead, manage, and motivate a multi-disciplinary cross-functional team of team of subject matter experts. Have high capability levels to do things once and well.
  • Lead on the creation of a single source of finance and commercial reporting across the Agency that meets all stakeholder requirements but that is efficiently produced and tangibly assists in decision making.
  • Identify and manage all necessary Finance and Commercial work that supports Agency growth and delivery.
  • Lead the Financial Statements and associated parts of Annual Report and Accounts.
  • Develop strong and effective relationships with external partners and stakeholders including HM Treasury, NAO and Cabinet Office including for government wide requirements including Spending Reviews and business planning.
  • Ensure that a system and culture of sound financial management is embedded across the Agency.
  • Maintaining and developing the Agency’s accounting policies and reporting requirements.
  • Ensuring that the Agency has a clear value for money (VFM) focus in utilising Commercial frameworks.
  • Driving a commercial mindset within the Agency whilst also driving efficient and ‘done once and well’ processes.
  • Supervising the management of the supplier relationships with the framework providers.
  • Leading on Agency re-procurements as an when required.

Person Specification

  1. Significant experience within a management or financial accounting role, including a sound understanding of the public spending control framework, issues facing government and preparing annual financial statements/external audit process.
  2. Strong analytical and business skills, being able to speak ‘non-financially’ to drive engagement and understanding of financial information to support robust and informed decision making.
  3. An experienced leader and manager, with excellent organisational skills, self-motivation, a proactive approach, and energy to deliver work to tight deadlines and high quality.
  4. Experience of financially driven continuous improvement and efficiency that supports business modelling and financial sustainability.
  5. Experience of working in partnership with commercial to drive organisation wide commercial mindset whilst also driving efficient and ‘done once and well’ processes.

Memberships

Candidates will need to demonstrate full current membership of one of the five CCAB bodies (ICAEW, ACCA, CIPFA, ICAS and Chartered Accountants Ireland) or CIMA.

Eligibility Statement
