In the Talent Development Partner role, you will be part of a friendly team who is passionate about delivering great things. Our team is focused on ensuring DWP Digital inspires, attracts, retains and develops brilliant people from all backgrounds – diversity is vital for us, for all roles – both technical and generalist and at all levels from entry level to senior leader. Job description

In this role you will: 

  • Have the opportunity to use your broad expertise in a similar role – for example talent development, apprenticeships, early careers, L&D, career coaching - to make the right decisions on how we design and deliver exciting, impactful, inclusive and innovative activities.
  • Work with colleagues to understand their Department’s capability and development needs, provide options and the right advice on how best to meet their requirements and then put in place the most effective solution. This may include anything from recruiting apprentices, interns and trainees, to running events and workshops, to sourcing a new supplier, evaluating programme impact or creating information and guidance for colleagues.
  • Understand all the existing activity that is happening across Digital, DWP and wider government, to ensure that we learn lessons, make continuous improvements and leverage joining up where possible.
  • Work closely with stakeholders and can present ideas and facilitate discussions in an engaging and confident way. You will work with our Digital teams, including technical specialists, senior leaders, trainees and apprentices, HR, external suppliers, other government departments, and of course, your team mates within Digital Capability. It’s therefore essential that you have exemplary communication skills and like working with people.

This is a really exciting and varied role, and one where you could be doing different things on each day. You will have a wonderful chance to create something special that will make a difference to new starters and existing colleagues that will enhance their careers and ensure DWP Digital is opening up its pathways and has the skills it needs in order to deliver the best services to the public.

Although this role initially has a focus on apprenticeships and early careers, the post-holder will need to be able to flex across the full range of the team’s initiatives and activity, where required. 

Person specification

When giving details in your employment history and personal statement you should highlight your experience in line with essential criteria below:

  • Lead criterion: Proven solid experience of working in a capability-build environment, in either apprenticeships, early talent or talent development, with significant expertise in setting up and/or running people initiatives.*
  • Brilliant Leadership and able to inspire and engage others, directly through line management and indirectly via matrix structures, to deliver to exceptional standards.
  • Great communication – you influence, persuade and engage across different forms and channels, and can present detailed and complex information clearly. 
  • Strong skills in forging positive relationships and managing stakeholders at all levels, from a wide range of backgrounds across a complex and/or large organisation.
  • Experience of reviewing work and the impact of activity, and making improvements based on data, insight and feedback.  
  • Able to plan effectively and set up and manage projects - you understand governance protocols, can analyse data, activity and performance against targets.

*An initial sift may be conducted using the lead criterion stated above. Candidates who pass the initial sift will progress to a full sift.

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post. 

Salary Information

New entrants to the Civil Service will join on band minimum. 

Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.  

Existing Civil Servants who gain promotion may move to the bottom of the grade pay scale or 10% increase in salary whichever would be the greater. 

Selection process details

Stage 1: Application

Your application will consist of three parts:

1. A Personal Details application form.

2. Your employment history detailing your responsibilities, skills, accomplishments, plus your qualifications and relevant training. Please copy this information into the box field provided.

When giving details in your employment history and Personal Statement you should highlight your experience in line with essential criteria listed in the Person Specification.

The sift panel will use the information in your employment history and personal statement to assess your experience, skills and knowledge against the essential criteria above.

You will be provided with one combined overall assessment score for both your CV and Personal Statement.

Stage 2: Interview

If you’re successful at sift stage you will be invited to a video interview via Microsoft Teams. There, you will be assessed against the experiences listed in the essential criteria.

Questions in Advance

To help you prepare and settle into the interview you will be sent the experience based questions in advance of the interview, 7 days prior to your interview.

These questions should be treated as confidential and should not be shared. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions, and those about your experience.  Candidates should be asked further probing questions if their response is deemed to require further information to determine suitability for the role.

Candidates are strongly encouraged to secure their interview slot promptly to ensure fairness in preparation time with the questions provided in advance.

You will also be asked to do a 5-minute PowerPoint presentation on a specific topic. Further details will be provided to candidates invited to interview.
