Job summary
This role is a unique opportunity to lead the Commercial Operations team that will influence the whole of the UK Defence Estate. The Defence Infrastructure Organisation (DIO) is looking for a proactive and very experienced, senior operations professional, with a strong reputation for innovative delivery and excellence and the capability to shape a newly formed portfolio of work that supports our commercial colleagues and enables the delivery of more than £16Bns of complex infrastructure and Facilities Management procurements.
As Deputy Director, Commercial Operations, you will report directly to the Commercial Director and be responsible for providing a leading-edge Commercial Operations function to the wider team. The Commercial Director is currently reviewing the organisation design to deliver a high performing Commercial Operations function, enabling us to overcome the challenges of today and the future. The role holder will be responsible for leading this work, including creating, delivering and embedding policy and working practice changes.
Job description
Key Responsibilities
The current responsibilities of the role include:
- Responsibility for the strategic management and delivery of the Commercial Operations portfolio of work.
- Lead on Commercial Operations to enable quality and planned commercial service to DIO customers.
- Accountability for the department strategic workforce planning including skills, talent and development strategies.
- Ensure the provision of the required quality data and Management Information to enable the team to proactively deliver the agreed programme of procurements on time and to a high quality.
- Ensure that Defence Infrastructure Organisation (DIO) projects and programmes adhere to legal and regulatory requirements, contractual obligations and ethical considerations.
- Ensure that Supplier Relationship Management methodologies and best practice is utilised throughout the lifecycle of the projects, programmes, and procurements.
- Accountability for the Cost and Price Analysis Capability for DIO.
- Play an active and effective role on internal committees and meetings including chair of the Supplier Management Committees, Disputes Committee and membership of the Senior Leadership Team meeting and Commercial Management Committee as a senior representative of Commercial.
- Provide both decisive and educated leadership, facilitating the engagement and effectiveness of the commercial team. Deliver all required line management activities to ensure the team deliver their objectives
- Support the Commercial Director by being a role model within the Senior Leadership team, actively engaging in decision-making, leading by example, driving adoption of new ways of working and clearly communicating to enable the DIO Programmes Commercial team to fulfil its obligations and objectives.
- Deliver cash and efficiency savings to support department financial position and maintain a category level savings pipeline and demonstrate delivery against forecast.
- Deputise for the Commercial Director when required.
- Represent DIO with senior government officials and industry executives; and support the delivery of DIO strategy and policy, as a key senior leader.
Person specification
The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:
- Excellent leadership skills with experience of building and leading high performing, dispersed teams, in a complex and matrixed environment. Also demonstrating the ability to create and present a clear vision and set direction, which motivates and empowers others to work towards a common goal.
- Experience in making difficult decisions using evidence-based approaches and knowledge to provide accurate, expert and professional advice to a variety of senior stakeholders.
- Proven experience of senior stakeholder management in a complex and pressured environment with evidence of building credible and respected relationships, especially at board level. You must also demonstrate your effective negotiation and influencing skills with a range of stakeholders. Evidence of operating in an environment that attracts significant stakeholder interest, a high customer focus and an ability to successfully collaborate at all levels.
- A proven track record of developing and implementing long term strategies at a high level.
- Proven experience of corporate business operations including project planning, finance, risk management, governance, data control and analytics.
- Able to demonstrate experience of leading and managing significant or complex changes within an organisation with high customer focus.
Desirable criteria may be used in the event of a strong field of candidates when there is a need to distinguish between candidates. This will be as a second sift, after the essential criteria has been considered:
- Qualifications in some or one of these disciplines desirable but not essential i.e. Project Management, Accounting, Commercial, Business Management, Private Office.
