Job summary
The Chief Financial Officer (CFO) for HMCTS reports to the Chief Executive HMCTS and leads the Chief Financial Officer’s directorate. The CFO is a member of the HMCTS board, which is headed by an independent chair and includes executive and non-executive members and members of the judiciary.
In addition to your role as a Board Member, you will primarily be responsible for leading on all matters financial within HMCTS.
As a senior leader within HM Courts and Tribunals Service, you will provide inspirational, active and dynamic leadership, communicating objectives, plans and priorities with clarity, conviction and enthusiasm.

Reporting to the Chief Executive, you will be accountable for:
- Leading HMCTS in all matters financial, taking the role of ‘Finance Director’ as set out in HM Treasury’s ‘Managing Public Money’. You will be accountable for ensuring that the HMCTS annual budget of c£2.3bn is managed effectively.
- Providing leadership of the finance profession across MOJ, working with the three MOJ finance directors in support of the MOJ Chief Operating Officer in his leadership of the MOJ finance function.
- Acting as a key member of HMCTS’ most senior decision-making bodies, including an executive member of the HMCTS Board.
- Acting as a trusted adviser and critical friend to the Chief Executive and Senior Leadership Team and provide strategic insight, direction and leadership across all aspects of the department’s finances, driving a focus on productivity and delivery.
- Building and maintaining strong, collaborative and influential relationships with key stakeholders across the MoJ, Judiciary, HMCTS Board, Treasury, Audit and Risk Committee.
- Chairing the HMCTS Investment and Commercial Governance Committee and being a member of the MoJ Investment Committee and Finance, Performance and Risk Committee.
- Leading HMCTS relationships and negotiations with MoJ and working closely with MoJ colleagues, with Treasury on matters including (but not limited to) our annual budget (revenue and capital), fees and other income policy matters, debt, investment requirements from modernisation and funding for change programmes.
- Accountability for leading HMCTS in adhering to the principals of managing Public Money, ensuring robust standards of compliance and assurance are applied across the department. You will ensure the Accounting Officer’s position is considered in all relevant decisions both for the department and for wider public spending.
- Accountability for leading and developing a skilled, collaborative and highly professional team which commands credibility at all levels, with an annual budget of c.£1.4bn, and c. 400 staff. This includes line management of 9 direct reports, including Financial Management & Control and Finance Centre of Excellence; Strategic Finance; Finance Change; Head of Safety and Security; Intelligent Client Capability; Finance Business Partnering & Corporate Reporting; Future Hearings & IMA; Wider Change Projects and a Head of Office; and
- Acting as HMCTS Health, Safety and Security Champion.
