Job description

Key Responsibilities:

Delivery of set of team deliverables, and managing and co-ordinating successful outcomes across team members and collaborating teams 

  • Sets clear and transparent work objectives, milestones and success metrics at team and individual level to oversee and co-ordinate successful team outcomes. 
  • Collaborates closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery. 
  • Jointly responsible with the PDL on welfare and pastoral care of all colleagues. 
  • Demonstrates effective diversity and inclusive team management within their team and the wider organisation. 

Key Outputs and Deliverables

Work with operators of essential services to guide and monitor their continued compliance with security and resilience obligations, within a flexible and dynamic energy system, providing guidance and facilitating sharing of best practice. 

  • Establish a high performing team of Cyber experts. 
  • Develop and maintain working relations with the industry and provide guidance on the interpretation and applicability of the regulatory framework for the Operators, to ensure an effective and balanced journey for compliance, managing risk and opportunities, with continual improvement to withstand against cyber threats. 
  • Oversee the development of guidance for the sector, in a consultative manner with industry, DESNZ, NCSC and other governmental departments. 
  • Working alongside operators identifying and optioneering complex problems faced within industry. 
  • Facilitate appropriate sharing of best practice amongst operators of essential services. 
  • Work across teams within the Cyber Directorate to gather and disseminate Regulatory Intelligence to communicate consistent expectations to the industry.  
  • Be a role model for the security and data privacy community, modelling Civil Service values, to foster and develop the profession across government. 

Set-up and lead a high-performing team based on effective resource management, ongoing support and professional development 

  • Plan, oversee and deliver a set of work deliverables on time and to a high standard through effective project management and oversight of a multidisciplinary team. 
  • Provide inclusive team leadership by supporting and developing team members and demonstrating commitment to Ofgem values. 
  • Takes ownership for own and team members’ professional development by: 

- Providing ongoing coaching and identification of development opportunities in regular performance conversations. 

Person specification

Essential Criteria

  • (Lead criteria) Proven aptitude for inclusive leadership, with an ability to build effective working relationships with teams and a wide range of stakeholders. 
    • Lead Criteria) Recent and relevant technical skills and experience in any of the following areas:  

    Operating or architecting in an Operational Technology (OT, ICS, IACS) environment, specifically related to managing the security of critical systems. 

    Developing strategic plans for managing cyber security in a rapidly evolving risk landscape. 

    Understanding of cyber security risks affecting Industrial Control Systems, and duly considering appropriate and proportionate security controls to mitigate such risks. 

    Managing security and/or performing risk assessments associate Operational Technology. 

    Working knowledge of IEC62443 series in critical infrastructure and challenges faced with introducing security controls. 

  • Experience of engaging, guiding and influencing at all levels of an organisation including senior managers, whilst projecting credibility and self-assurance 
  • An effective and engaging communicator (verbal and in writing), working with senior stakeholders who have the ability to distil complex subject matter into relevant messages. 
  • Experience of delivering guidance at a large corporate, sector or national level. 
  • Able to achieve and maintain SC clearance.

  • Experience within Critical National Infrastructure.
