Job description

We are looking for a confident and inspiring Technical Team Leader (TTL) to lead and manage a team of technical staff within APHA, helping to protect animal health, safeguard animal welfare and facilitate International Trade.

You will be responsible for the day-to-day effectiveness of resource management and will prioritise resource and workloads across the team for them to contribute to achieving delivery targets. You will be accountable for ensuing capability to meet performance expectations and your team’s ability to respond to emergencies and disease outbreaks.

This is an exciting, varied, and high-profile role that will also see you regularly liaise with our wider APHA colleagues, Policy colleagues and Operational Partners, as well as create a positive team environment in which everyone can and does contribute. You are expected to be a visible leader and ensure that a clear vision and direction is cascaded to your team.

The role involves a wide range of work including, but not limited to, the following:

  • To lead and line manage a team of local and geographically dispersed technical staff, ensuring the effective and efficient deployment to meet delivery requirements.
  • To proactively manage the performance, conduct and attendance of your team, reviewing performance on a regular basis and, where necessary, establishing performance improvement plans.
  • To maintain a team culture where your team works effectively on a local and Agency-wide basis, by encouraging consistency and best practice nationally.
  • To work collaboratively across the Agency and Policy to help influence Tactical and Strategic decision making.
  • To ensure your team works effectively with Operational Partners and Stakeholders.
  • To work with functional leadership (specifically Resilience & Technical Advisors) to ensure the team are able to meet technical quality standards, procedures and policies which are consistently applied; together with identifying and addressing any development needs.
  • Use management information to monitor, analyse and manage outputs against expectations and Horizon scanning to report and take ownership of and resolve delivery risks and issues.
  • To contribute to the delivery of agency wide changes that reflect required customer and/or policy differences and provide constructive management and leadership into change discussions and planning.
  • To champion high health and safety standards and support staff fulfil their health and safety responsibilities.
  • To deputise for their line manager during their absence which will also include the management of the Veterinary Field Delivery Staff.

Please note, the post requires management of a geographically dispersed team which will require travel to multiple sites.

  • Use of planning skills to enable effective work allocation and resource management to deliver challenging targets.
  • Leading others, managing their performance and developing their skills effectively.

Workplace arrangements: 

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home.

Selection process details

Sift 

Should a large number of applications be received, an initial sift may be conducted using the Personal Statement only. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.

Interview 

If successful at application stage, you will be invited to interview where you will be assessed on your experience, behaviours and strengths 

A presentation or additional exercise may also be assessed.

Your interview will either be conducted face to face or by video. You will be notified of the location if you are selected for interview.

Reserve List 

A reserve list may be held for a period of 12 months from which further appointments can be made. 

Salary 

New entrants are expected to start on the minimum of the pay band.

Location
