The Elections Digital team is responsible for delivering the key digital services which enable electors in the UK to register and vote in elections. Our digital services include the Register to Vote and Voter Authority Certificate services, two of the government’s top 75 digital services (both rated as ‘Great’), Apply for a Postal Vote and Apply for a Proxy Vote services, as well as delivering these services on a day-to-day basis, we are also working to improve and develop them. This includes work to support delivery of the Electoral Integrity Programme (EIP), part of the government’s Major Projects Portfolio, and working on new manifesto commitments.
We are looking for an experienced and motivated individual to join the Digital Delivery team as a Delivery Manager. In this role you will be leading a multidisciplinary team, working closely with technical and policy teams to ensure project deliverables meet the needs of users and the business.

Job description
As a Delivery Manager you will:
- work with external Electoral Management System providers, by prioritising and tracking change deliverables and milestones on digital elections products and services
- help facilitate continuous improvement and apply the most appropriate delivery methodology tools and techniques in the cross-functional teams, and work with other Delivery Managers to share skills and knowledge
- manage dependencies, risks, resources, monitor costs and overcome obstacles to deliver best value to the users
- work closely with Product, User-Centred Design, Operational, Policy and Technical colleagues to understand and remove the barriers deliver new services and products
- help breaking down barriers for your team and both planning at a higher level and getting into the detail to make things happen when needed
- experiment with ideas and techniques that make teams high performing, interpreting them for our context, and adapting them as you measure their effect

As a Delivery Manager, you will have:
- proven Agile/Lean delivery experience, working with multi-disciplinary teams
- proven experience in delivering digital projects and products, with communication skills/ability to listen to the needs of technical and business stakeholders and interpret them
- experience of supplier management and deliverables acceptance, and commercial awareness within projects, managing complex supplier relationships
- proven experience of working with software vendors to ensure successful testing and integration of systems
- planning experience, using data to inform and refine delivery plans and prioritisation
- experience with identifying and actively addressing internal and external risks, issues and dependencies including where ownership exists outside the team
- experience of bringing people together to form a motivated high-performing team, empowering them to deliver
- good proven interpersonal and communication skills with the ability to understand, empathise, negotiate and influence individuals and groups using a variety of methods (workshop facilitation, written reports, verbal feedback, presentations etc.), applying the appropriate method to each scenario/audience

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
