This role offers the opportunity to join the Intervention Sanctions and Compliance (ISC) Foreign National Offender (FNO) Tracing Team within Immigration Enforcement (IE). 

The ISC FNO Tracing Team has a fundamental aim which is to help protect the public by attempting to trace all FNO’s liable to be deported who have absconded or who are unlawfully at large.

An individual is defined as an absconder where they leave the border control area without permission, escapes from detention, breaches one or more of the conditions imposed on them and who’s current whereabouts are currently unknown.

Job description

The FNO Tracing Team have responsibility for conducting intelligence led investigations utilising a number of internal and external databases and making requests for information to Other Government Departments. This activity is carried out on the most serious offenders who have convictions for War Crimes, Murder, Sex Offences and Rape (This list is not exhaustive). 

The overarching aim of the unit is to locate and refer any FNO absconders to a case working team within FNO Removals Command to process the case towards deportation from the United Kingdom.

This is an incredibly exciting opportunity to develop and embed a wide range of skills, in a role where you can make a real difference in the Home Office’s objectives to tackling illegal migration and reduce harm. 

This is an Operational Data and Workflow role, focussing on performance analysis and insight working to the Senior Executive Officer. You will be responsible for the extensive data management using Microsoft Excel and the allocation of priority work using the Home Office’s ‘Identify and Prioritise Immigration Cases’ (IPIC system).

This is a technical role and you will need to be able to resolve technical problems with datasets and assure the quality of data to ensure the accuracy of our reporting. We are therefore looking for a technical minded, self-motivated individual who will model leadership behaviours across the team and show commitment to developing new skills, whilst also developing the skills of others on the team.

Occasional travel to other Home Office sites in the UK may be required.

You will work closely with the team to support FNO Tracing activities and the interrogation of data matching exercises to ensure accurate outcomes.

Responsibilities:

•    Leading on updates on Business Rules and data sharing processes and lead on the completion of responses for Freedom of Information Act requests.
•    Managing the FNO Absconder Tracing Teams requirements of the Home Office’s IPIC system which is a database used to store, share and manage cases allocated to the unit.
•    Providing quality assure immigration data from complex case records across a range of immigration IT platforms
•    Supporting the Senior Executive Officer to manage the Foreign National Offender Tracing Team in delivering demanding outcomes against a background of uncertainty whilst maintaining high standards on work-life balance, learning & development and staff wellbeing.
•    Working with the business and policy, setting direction for the team and managing the Absconder workstream.
•    Developing and managing new quality processes arising from the introduction of business rules technology allowing for a flexible and efficient holistic function to address the Absconder cohort.
•    Ensuring any risks and issues are identified, managed and escalated though appropriate channels.
•    Managing of a team of Executive Tracing Officers and Administrative Tracing Officers and be an inclusive, proactive, supportive and positive member of the team.

This role is suitable for part-time working hours, with a minimum requirement to work 30 hours per week.

Essential Criteria

•    Advanced knowledge of Microsoft Excel.
•    Experience in analysing and managing large and complex data and producing reports from internal systems.
•    Ability to deliver at pace, whilst working both independently and within a team, working to tight deadlines.
•    Be flexible, adaptive, and creative in solving problems, embedding continuous improvement and dealing positively with change.

Desirable Criteria

•    Knowledge of Home Office systems would be beneficial (ATLAS/CID/CRS/ etc).
•    Previous Line Management experience.

2. Sift – week commencing 11th November 2024 

The sift will be held on the Personal Statement and Behaviour Delivery at Pace.

Should a high volume of applications be received, the sift will be conducted only on the Personal Statement. 

The Personal Statement will be scored for all candidates. Those candidates who achieve the minimum pass score for the Personal Statement will progress to a further sift where the Behaviour will be scored. These candidates will receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the Personal Statement will not have their Behaviour scored and will only receive a sift score for the Personal Statement. 

3. Interview – week commencing 2nd December 2024

If you are successful at sift stage, you will be invited to an interview that will be: 

  • Behaviours (as listed in the job advert) and Strength based questions.

Presentation

In addition, candidates will be asked to prepare a presentation that will be delivered at interview. The presentation will be assessed against Microsoft excel. The presentation question/scenario will be disclosed closer to the interviews.
