Job summary

The Regulated Professions Policy (RPP) team is a friendly unit which sits within the EU, Services and Trade (EUST) Directorate. Recognition of professional qualifications (RPQ) is a crucial lever for DBT to remove barriers to business and to facilitate trade in services and so we contribute to a number of DBT and ministerial priorities. The RPP team performs a policy and strategy role; developing and implementing a RPQ strategic framework for HMG that contributes to broader Government initiatives around growth, international market access, the labour market, and deregulation. Our team collaborates extensively with other policy teams in DBT, with external organisations and other departments in central government. 

There are two HEO policy roles available across the EU and non-EU focused workstreams, playing a key role in the work to shape the UK’s professional qualifications arrangements with the EU and the world. This is a varied role that offers an excellent opportunity to be involved in policy development, strategy, and international trade work. 

Job description

This is a fast-paced and exciting area of policy which has a high degree of ministerial interest and stakeholder impact. No prior knowledge of the subject field is required, however successful candidates will need to demonstrate a willingness and ability to quickly develop expertise and work flexibly across competing priorities.

Person specification

Successful candidate may: 

  • Support policy delivery; including through leading stakeholder engagement, finance and project reporting and programme management. 
  • Develop expertise in the value of professional qualifications to the UK economy and public life and provide effective advice on policy areas impacted by professional qualifications.
  • Provide strategic advice on opportunities to improve the government’s support offering to encourage international recognition arrangements. 
  • Work effectively to identify and prioritise international recognition arrangement opportunities and to support the development of these trade agreements with priority markets. This may include supporting the negotiation of profession-specific agreements for the recognition of professional qualifications (‘recognition arrangements’) under the UK-EU Trade and Cooperation Agreement. 
  • Establish strong working relationships with analysts, lawyers, other government departments, the devolved governments, businesses and regulators. 
  • Analyse complex and varying sources of evidence to inform policy options. 
  • Draft high-quality briefings and written advice for ministers and/or senior civil servants, to support effective senior decision-making and engagement.
