Job summary

Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy. It supports operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s Defence policy. NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.
The role of Service Complaints caseworker sits within the People and Training Directorate The Service Complaint (SC) system is an employment-based dispute resolution procedure for members of the Armed Forces. Unlike other workplace dispute resolution procedures however, the SC System is governed by Statute and is subject to external scrutiny by the Service Complaints Ombudsman for the Armed Forces (SCOAF) - an Independent, Crown Appointed, Body - and by Parliament

This position is advertised at 37 hours per week.

Job description

The role of  a SC Caseworker is to investigate all the required information relating to the subject matters raised in a Service Complaint by Royal Navy/ Royal Marine Personnel, which are to be decided upon within Navy Command Headquarters at Decision Body (DB) or Appeal Body (AB)level

Tasks for this role include:

  1. To prepare and submit full and accurate SC investigations and other personnel casework files to the Deciding Authority in accordance with JSP 831 and to ensure that the appropriate authorities act on their directions and recommendations.
  2. To act as an administrative point of contact for all Service Complaints that require the use of a Hired Investigative Officer (HIO)
  3. To provide regular and meaningful updates to all Complainants and Respondents regarding the progress of their Service Complaint in accordance with JSP831.
  4. To regularly maintain detailed and accurate records of all communications and investigations in accordance with departmental requirements.
  5. To provide secretariat and administrative support to SC Deciding Authorities, including the preparation of draft decision sheets and drafting the record of decision within 5 working days.
  6. To assist in identifying and resolving SCs through the ‘quick win’ process where appropriate.
  7. To contribute to SC policy and procedural development.
  8. To provide accurate draft responses to Freedom Of Information requests and Parliamentary Business within the stipulated timescales.
  9. To provide assistance to the Central Admissibility Team (CAT) where required.
  10. To provide assistance to the Navy Service Complaints Ombudsman Team when required.

Person specification

Due to the nature of the role, we ask that applicants consider and self-assess their resilience and suitability for the position, as those using the Service Complaints System may be navigating challenging or difficult personal circumstances.

We are looking for someone who can demonstrate excellent reading and analytical skills.  Interpretation of documents is a key function of this role; applicants should be confident in analysing and selecting relevant materials to present to the deciding authorities.

 Due to being governed by the Service Complaints Ombudsman for the Armed Forces (SCOAF) we require someone with the ability to embrace and manage competing priorities, to maximise the potential of meeting the Key Performance Indicator (KPI)

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
